On March 17, the RA National Assembly continued the work of the four-day sittings. The deputies welcomed the pupils and the teachers of Yerevan Ohanyan Educational Complex, who visited the parliament within the framework of the NA Open Doors programme and were observing the NA sitting. The deputies continued debating the Annual Activity Programme of the RA State Commission for the Protection of Economic Competition (SCPEC) for 2016, which was interrupted at the phase of the exchange of thoughts.
The deputy Artashes Geghamyan, the Head of the ANC Faction Levon Zurabyan and the Head of the RPA Faction expressed their viewpoints on the programme.
In his final speech the SCPEC Chairman Artak Shaboyan touched upon the deputies’ critical speeches and gave clarifications. According to him, the MPs’ some speeches have been non objective, and the criticism was groundless. Artak Shaboyan deemed necessary to strengthen the control functions of the Committee led by him.
The parliament debated the package of bills on Amendment to the RA Law on Value Added Tax and on Amendments to the RA Law on Value Added Tax authored by Vardan Ayvazyan, Garegin Nushkiyan, Mikayel Melkumyan, Hakob Hakobyan, Khavhatur Kokobelyan and the RA Government, which submitted the co-author of the package Vardan Ayvazyan, noting that it had not been changed. The package was passed with 103 votes for it.
The deputies in the first reading debated the draft law on Amendments to the RA Law on Control toward the Export of Double Importance Goods, Their Transit Transportation through the RA Territory, as well as the Transfer of the Results of Information and Mental Activities of Double Importance with enclosed legislative package, which presented Armen Yeghiazaryan, Director of the State Agency of the National Centre for Legislative Regulation Project Implementation Unit of the RA Government Staff.
The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan submitted the endorsement of the Committee.
The RA Minister of Urban Development Narek Sargsyan in the first reading presented the draft law on Amendments to the RA Law on State Awards and Honourable Titles of the Republic of Armenia.
The member of the NA Standing Committee on State and Legal Affairs Vahram Mkrtchyan submitted the endorsement of the Committee.
The deputies Samvel Farmanyan, Aram Manukyan, Tevan Poghosyan, Alexander Arzumanyan, Khosrov Harutyunyan, Heghine Bisharyan, Hovhannes Margaryan and the Head of the PAP Faction Naira Zohrabyan presented their views on the draft law.
The NA Deputy Speaker Hermine Naghdalyan delivered an extraordinary speech on the issue. She submitted her observations related to some speeches sounded at the sitting.
She reminded the MPs that many international organizations, including PACE, grant titles, and PACE has a title of honourable member, and there are certain standards for granting it.
In her final speech Narek Sargsyan answered the MPs’ questions, responded the concerns, urging the legislators to vote for the proposal of the Government.
Afterwards the parliament in the first reading debated the law on Amendments to the RA Law on Sub-units of the Civil Defense and the enclosed legislative package, which submitted the RA Deputy Minister of Emergency Situations Haykaram Mkhitaryan.
The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan has informed the attendees that the Committee endorsed the issue as a result of stormy debates.
The debate of the issue will resume at the NA next four-day sittings.
