Parliament Continues Debating the RA Draft Law “On the RA State Budget for 2016”

On November 17 the National Assembly continued debating the RA draft law “On the RA State Budget for 2016.”

Before passing to the debate of the basic financial document of the country, by the proposal of the NA Speaker Galust Sahakyan, the deputies welcomed the teachers and the pupils from Hovhannes Tumanyan Secondary School in the Village Dsegh of Lori Marz and the Secondary School N 1 of Arteni Community of Aragatsotn Marz, who were observing the sitting.

The NA Speaker Galust Sahakyan on the occasion of International Students’ Day congratulated the students, wishing them health, welfare and greater opportunities for exercising their knowledge.

The Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan submitted the endorsement of the Committee on the draft law “On the RA State Budget for 2016.” Presenting in detail the programmes, the Committee Chairman touched upon the financial means allocated to the spheres of the national security service, police, and the emergency situations and considered them in general, satisfactory.

Koryun Nahapetyan answered the deputies’ questions, which related to the problems of the frontier communities, the possibility of the service of the persons having citizenship, the issues of the servicemen’s social security, the non-financing programmes from the state budget, etc.

The deputies Nikol Pashinyan, Rubik Hakobyan, Levon Dokholyan, Tigran Urikhanyan, Tevan Poghosyan and Mikayel Melkumyan expressed their viewpoints on the state budget.

Taking the advantage of the opportunity given by the law the NA Rules of Procedure the members of the RA Government delivered extraordinary speeches.

In response to the critical speeches, the RA Minister of International Economic Integration and Reforms, the Deputy Prime Minister Vache Gabrielyan has noted that the RA Government does utmost to develop the economy. The Minister clarified that during the recent period the government boosted the economy, improving the tax legislation and the economic environment. Vache Gabrielyan touched upon the state debt, presented the programmes, noting that as a result of their implementation certain growth of economy is expected.

The RA Minister of Healthcare Armen Muradyan presented the financial means to be allocated to the sphere of healthcare and the programmes to be implemented.

The parliament will continue the debates on the draft budget at NA November 18 sitting.

In accordance with the NA Rules of Procedure, the parliament debated the draft law “On Amending the RA law NA Rules of Procedure” considered extraordinary by the NA Heritage Faction, particularly by the author of the draft law the RA NA deputy Tevan Poghosyan.

The Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan submitted the endorsement.

The NA deputies Rubik Hakobyan, Naira Zohrabyan, Edmon Marukyan, Aram Manukyan, Sukias Avetisyan, Khosrov Harutyunyan, Tigran Urikhanyan, Hovhannes Margaryan gave speeches on the bill. The deputies highlighted the initiative, opined that the adoption of the draft law will promote the development of the parliamentarism in the country, voiced proposals on removing the Q & A in written form, reduce the duration of the deputies’ interpellations.

In accordance with the law, the NA Rules of Procedure, the last sitting was allotted to the deputies' announcements.
