On April 25 the NA Standing Committees convened sittings.

The NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan debated the bill “On Amending the RA Law on Value Added Tax,” which presented the RA Minister of Economy Karen Tchshmaritian.

He also introduced the package of bills “On State Support of the Information Technologies Sphere,” “On Amending the RA Law on Profit Tax” and “On Amending the RA Law on Income Tax.”

The Committee considered the bill “on Amending the RA Law “On Amending the RA Law on Excise Tax.”

The debated bills were endorsed for including them in the draft laws of the agendas of the session and the upcoming four-day sittings.

The Committee debated and endorsed to include in the agenda of the session the bill “On Amending the RA Law on Income Tax,” introduced for the second reading the bills “On Amending the RA Law on the Programme of 2006-2007 of Privatization of the State Property” and introduced for the third reading “On Recognizing Invalid the RA Law on Free Privatization of the State Housing Fund.”

By the authors’ proposal the Committee postponed by one year the debates of the bills “On Amending the RA Law on Circulation Tax,” “On Amending the RA Law on Licensing,” “On Amending the RA Law on Foreign Investments,” “On Amending the RA Law on Gambling and Casinos” and “On Transfer Price Formation.”

On the same day at the sitting of the NA Standing Committee on Defense, National Security and Internal Affairs moderated by Koryun Nahapetyan the bill “On Amending the RA Law on Conscription,” which presented the RA Acting Minister of Education and Science Armen Ashotyan.

The Committee also considered the package of bills “On Approving the Rescue Service Code of Rules ” and “On Amending the RA Code on Administrative Infringements,” which introduced the RA Minister of the Emergency Situations Haykaram Mkhitaryan.

The debated bills were endorsed to be included in the draft laws of the agendas of the session and the upcoming four-day sittings.

By the authors’ proposal the Committee postponed by one year the debates of the bills postponed the debate of the bills ”On Amending the RA Code on Administrative Infringements" and ''On Providing Road Traffic Security.”

On the same day the NA Standing Committee on Territorial Management and Local Self-Government moderated by Stepan Margaryan in the second reading debated the bill “On Amending the RA Law on Administrative Territorial Division of the Republic of Armenia.” The key reporter, the Deputy Chairman of the State Committee of the Real Estate Cadastre adjunct to RA Government Felix Bashoyan introduced the amendments made by the government in the bill.

The debated bill with the endorsement of the Committee will be included in the draft law of the agenda of the upcoming four-day sittings.

The next sitting of the NA Standing Committee on Agriculture and Environment moderated by Martun Grigoryan was held.

Lyova Khachatryan introduced the RA draft law “On Approving the Annual Complex Programmes of the Events of Restoration, Maintenance, Reproduction and Use of Ararat Plateau Underground Waters.” He proposed to postpone the debate of the bill by one year.

The NA Standing Committee on State and Legal Affairs at its sitting moderated by Hovhannes Margaryan in the second reading debated the draft law “On Amending the RA Judicial Code” with enclosed legislative package.

The Committee debated the draft law “On RA Investigative Committee” with enclosed legislative package presented the RA Acting Justice Minister Hrayr Tovmasyan.

The debated legislative packages were endorsed by the Committee. The draft laws will be included in the draft laws of the agendas of the NA upcoming four-day sittings.

By the authors’ proposal the debate of the two legislative initiatives included in the agenda was postponed up to one year.

By the decision of the Committee on May 12 parliamentary hearings will be held on the theme “The Role of the Standing Committees in the Legislative Process: International Experience.”

On the same day the NA Standing Committee on Social Affairs moderated by Hakob Hakobyan debated the draft law “On Suspending the Enforcement of Article 76 of the RA Law.”

The key reporter, the RA Acting Minister of Labor and Social Affairs Artem Asatryan talked about the amendments to the law on the compulsory accumulating payment.

The Committee endorsed the debated draft law for including it in the agendas of the session and April 28-30 four-day sittings.
