NA Standing Committees Convene Sittings

On February 22 the RA National Assembly Standing Committee on Agriculture and Environment moderated by Martun Grigoryan debated and approved the draft law “On Vital Security of the Use of Genetically Transformed Organisms” submitted by the government.

The Committee will propose to endorse the issue for including in the agenda of the third session of the fifth convocation of the National Assembly.

At the sitting of the NA Standing Committee on Social Affairs moderated by Hakob Hakobyan the draft law On Amending the RA Law “On State Pensions” authored by the government, which presented the Minister of Labor and Social Affairs Artem Asatryan.

The Committee endorsed the debated draft law for including it in the agendas of the third session of the fifth convocation of the National Assembly and February 25-28 four-day sittings.

The Committee also debated in the second reading the package of the RA draft laws “On Amending the RA Law on the RA President’s Payment, Service and Provision of Security,” “On Amending the RA Law on Social Security of the Families of the President of the Republic of Armenia, deputies of the National Assembly, Prime Minister, members of the government, Chairman of the Control Chamber and Judges While Fulfilling Their Office Obligations or in case of Dying or Fully Losing Capability of Working in Relation of Fulfilling Them,” “On Amending the RA Law on Constitutional Court,” “On Amending the RA Law on Prosecutor’s Office.”

The Committee endorsed the package of draft laws for including it in the agenda of the February 25-28 four-day sittings.

At the sitting of the NA Standing Committee on Defense, National Security and Internal Affairs moderated by Koryun Nahapetyan the package of bills “On Amending the RA Law on Alternative Service,” and “On Amending the RA Law on Putting in Action the RA Criminal Code" was debated, which presented the RA Justice Minister Hrayr Tovmasyan.

The Committee endorsed the debated draft law, and the debate of the package of bills proposing amendments “On Amending the RA Law on Money Laundering and Fighting the Terrorism Financing” included in the agenda of the committee and amendments in 14 co-laws was postponed by the recommendation of the author, the RA Government.

On the same day at the sitting the NA Standing Committee on State and Legal Affairs moderated by Davit Harutyunyan in the first sitting in the first reading debated and endorsed a number of bills, which will be included in the draft laws of the agendas of the NA spring session and upcoming four-day sittings.

The RA Deputy Foreign Minister Shavarsh Kocharyan submitted for debate the bill “On Amending the RA Law on State Duty.”

The RA Justice Minister Hrayr Tovmasyan presented the draft law “On Amending the RA Criminal Code,” as well as by presentation of the RA Deputy Head of Police Artur Osikyan. And the Military Prosecutor Gevorg Kostanyan attended the debate and touched upon the issue.

The Head of the Migration State Service of the RA Ministry of Territorial Administration Gagik Yeganyan touched upon the bill “On Amending the RA Law on RA Citizenship.”

The Committee also debated the bill “On Amending the RA Law on Copyright and Co-Rights.”

The key speakers made a number of proposals and remarks and assured that they would be debated during the period from the first to the second reading.

The NA Standing Committee on Foreign Relations moderated by Artak Zakaryan debated the joint convention “On the Security of the Fuel and Management of Radioactive Wastes,” which submitted the RA Deputy Minister of Energy and Natural Resources Areg Galstyan.

The Head of the Contractual Legal Department of the National Security Service adjunct to the RA Government Arayik Avetisyan presented the protocol in Dushanbe on October 5, 2007.

The RA Deputy Minister of RA Territorial Administration Vache Terteryan presented the additional protocol “On the Right of Participation in Local Self-Government Bodies” of the European Charter of the Local Self-Government signed in Utrecht on November 16, 2009.

The deputies debated the agreement “On Cooperation Directed to the Development between the Government of the Republic of Armenia and the Government of the Republic of Austria” signed in Yerevan on June 26, 2012, which presented the RA Deputy Minister of Finance Vardan Aramyan.

The RA Deputy Minister of Transport and Communication Hrant Beglaryan presented the convention and statute “On the Freedom of Transit” signed on April 20, 1921.

The RA Deputy Minister of Justice Ruben Melikyan presented the agreement “On Transfer of the Convicts between the Republic of Armenia and the Islamic Republic of Iran,” signed in Tehran on November 12, 2012.

The MPs debated the agreements and endorsed them to be submitted for the debate and ratification in the parliament.
