On March 15 the Standing Committee on Foreign Relations of the Youth Parliament initiated parliamentary hearings on the theme “The Statute of the Youth Inter-Parliamentary Assembly of the CIS Countries,” where the CoE deputies, students of the higher educational institutions and representatives of the NGOs were participating.
Artak Davtyan, Chairman of the RA NA Standing Committee on Education, Science, Culture, Youth and Sport, delivered a welcoming speech. He urged those present to submit their constructive and documented proposals while debating the draft law of the above mentioned statute.
The RA representative Hayk Chilingaryan, who attended the Inter-Parliamentary Assembly of the CIS countries, said that the deputies of Kyrgyzstan had presented the issue of founding a Youth Parliament for the first time.
According to Karlen Khachatryan, Chairman of the RA NA Standing Committee on Education, Science, Culture, Youth and Sport, the idea of creating Youth Inter-Parliamentary Assembly of the CIS countries has been circulated for about one year, and certain results on its formation have been recorded on January 22-28 during the Forum-Seminar of the Young Parliamentarians and Young Leaders of the CIS Countries, which took place in Strasbourg. The expediency of creation and the format had been discussed and the statute had been elaborated there.
Karlen Khachatryan presented the main ideology and provisions of the draft law of the statute of the Youth Inter-Parliamentary Assembly of the CIS countries.
During the hearings it was decided to elaborate the statute with the account of proposals submitted by the young parliamentarians on the statute, afterwards meet once again to finally discuss the text.
