National Assembly Continues the Work of the Extraordinary Session

On June 22 the RA National Assembly continued the work of the extraordinary session convened by the RA Government proposal and passed the bills debated the day before by voting.

By the presentation of the RA Minister of Justice Hrayr Tovmasyan, in the second reading procedure the parliament debated the package of bills “On Making Amendments to the Criminal Code” and “On Amending the RA Code on Administrative Infringements.” Armen Movsisyan, RA Minister of Energy and Natural Resources, tabled the RA Code On Earth Interior and the package of bills “On Making Amendments and Addenda to the RA Law on Payments for Ecology and Environmental service,” “On Amending the RA Law on Ecological Control,” “On Making Amendment and Addenda to the RA Law on State Duty.”

The package of bills “On Making Amendments and Addenda to the RA Law on Bankruptcy” and “On Making Addendum to the RA Law on Compulsory Enforcement Service,” in the connection of which the received proposal had been accepted, was also considered in the second reading.

The parliament debated the draft law “On Making Amendment and Addenda to the RA Law on All-Armenian Bank” in the second reading.

The RA Minister of Labor and Social Affairs Artur Grigoryan submitted for the debate the draft law “On Making Amendments and Addenda to the RA Law on State Allowances.” 

In the second reading the RA Minister of Education and Science Armen Ashotyan presented for debate the bill “On Approving the 2011-2015 State Programs of the RA Education Development.”

By the presentation of the RA Minister of Justice Hrayr Tovmasyan the parliament debated the RA draft law “On Amending the RA Criminal Code” in the second reading procedure.

The package of bills envisaging amendments and addenda to the RA Law “On Urban Development” and to a number of related laws was debated. Before turning to the debate in the second reading deputies debated the draft law “On Amending the RA Law on State Duty” in the first reading.

Ashot Musayan, Deputy Head of the State Committee of the Real Estate Cadastre at the RA Government, in the second reading submitted for debate the package of bills “On Making Amendment to the RA Law on State Registration of Rights to Property” and to related laws, in which regard a part of proposals have been adopted.

The RA Minister of Economy Tigran Davtyan in the second reading submitted for debate the package of the bills “On Making Amendments and Addenda to the RA Law on Organizing and Conducting Audit in the Republic of Armenia” and “On Making Addendum to the RA Law on Operative Investigation Activity”, in which regard the main part of the proposals have been adopted.

The RA Minister of Diaspora Hranush Hakobyan submitted for debate the RA draft Law “On Citizens Who Failed to Complete Compulsory Military Service through Violation of the Established Procedure” in the second reading. According to her the bill hasn’t been amended.

The RA draft law “On Waste Removal and Sanitation” was debated in the second reading with enclosed package of bills, which submitted the Deputy Mayor of Yerevan Kamo Areyan. He said that the majority of the proposals made after the first reading, had been passed, also including all the proposals submitted by the NA Speaker Hovik Abrahamyan.

In the second reading the parliament debated the package of bills proposing amendments to the RA Law “On Local Duty of the Vehicle Parking” and to related laws presented by the Deputy Mayor of Yerevan Kamo Areyan.

The RA Minister of Economy Tigran Davtyan submitted for debate the financial frame agreement “Urban Sustainable Development Investment Program signed between the RA and the Asian Development Bank” on March 24, 2011 submitted by the RA President and the Credit Agreement “Urban Sustainable Development Investment Program – 1/special actions” signed between the RA and the Asian Development Bank” on May 19, 2011.
