Letter by RA NA Speaker Hovik Abrahamyan to the Speaker of the House of Representatives of Cyprus to Marios Garoian

RA NA Speaker Hovik Abrahamyan applied with a letter to the Speaker of the House of Representatives of Cyprus to Marios Garoian, where it in particular says:

“Honourable Mr. Speaker,

I would like to invite Your attention to the UN General Assembly Resolution A/64/L.57, introduced by Azerbaijan, which is to be discussed at the GA on September 9.

For the last 18 years, negotiations on the resolution of the Nagorno Karabakh conflict have been conducted in the framework of the OSCE Minsk Group. Negotiations conducted in this format allowed to maintain ceasefire established in 1994 and to develop principles, which are called to serve as a basis for the resolution of the conflict. These principles, as an integral whole, were presented in Madrid Principles by the Minsk Group Co-Chairs, in November, 2007, and were reiterated in the Joint Statements of the Presidents of the Minsk Group Co-Chair countries Dmitry Medvedev, Nikolas Sarkozy, and Barack Obama, issued in L’Aquila (2009) and most recently in Muskoka (June, 2010).

The attempts of Azerbaijan to bring the Nagorno Karabakh issue to different international formats aim at disseminating propaganda about Azerbaijan’s own perception of the conflict resolution and at disguising its rejection of the two basic principles of international law, namely, the principle of the non-use or threat of use of force and the right of peoples to self-determination. At the same time, I would like you to know that Azerbaijan will attempt to represent these discussions as the endorsement by the international community of Azerbaijan’s bellicose stance on the resolution of the Nagorno Karabakh conflict, which may bring additional tension to the region – with all the resulting negative consequences.

Armenia remains committed to her obligation to continue negotiations in the framework of the OSCE Minsk Group, which is the only format internationally mandated to carry on the mediation efforts. Initiatives held in formats different from this mechanism (OSCE Minsk Group) can jeopardize the mediation efforts and the negotiation process.

Taking into consideration the above-mentioned, and also traditionally friendly relations between our two countries, as well as Armenia’s continuous and unconditional support for Cyprus in international organisations, I call on you to use your good offices to contribute to the position of Cyprus in voting against the resolution introduced by Azerbaijan and thus support the due process of negotiations.”

RA NA Speaker Hovik Abrahamyan sent letters of the same content to the Speakers of Parliaments of a number of friendly countries.
