It is Planned to Expand Range of Users of Public Defender’s Services
As a result of the adoption of the legislative package debated in the first reading on Making Amendments and Addenda to the Law on Advocacy and on Making Addendum to the RA Criminal Code, it is expected to develop the internal structure and the administration system of the Chamber of Advocates, making it more consistent with the principle of self-government and the logic of collegiality.
As a result of the amendments, it is planned to make the implementation of disciplinary liability proceedings of advocates more effective. It is also expected to develop the procedure for advocacy training, qualification exams and advocate licensing, allowing persons who meet certain standards to immediately participate in the qualification exams without mandatory schooling. It is also planned to lighten the workload of the Public Defender’s Office and expand the range of users of the public defender’s services.
The NA Standing Committee on State and Legal Affairs endorsed the package.
The parliament debated the initiative on September 14.
The addenda proposed to the Law on Safe Utilization of Atomic Energy for Peaceful Purposes were also debated in the first reading. According to the RA Acting Chairman of the Armenian Nuclear Regulatory Authority Khachatur Khachikyan, the authority of the Government to adopt normative decisions was established, also defining the principle of legal certainty. The authorizing norm was clearly formed, making clear the scope of the authority of the body adopting the act.
