Conscription Age to Be 28 Instead of 27 for Students Receiving Deferment Due to Studies
The draft law on Making Addenda to the RA Law on Military Service and Serviceman’s Status proposes to change the conscription age from 27 to 28 for students who have received deferment in connection with their studies. Another proposal envisages authorizing the Government so that every year, according to its decision, it can grant deferment to the students admitted to the university or in different educational programs, in the master’s degree or postgraduate studies, in case of which, the Government will decide that it stems from the priorities of Armenia.
The conditions for granting deferment, the list of universities and professions will be defined by the Government. The abovementioned addendum will exclusively relate to the following professions: natural sciences, engineering, technologies and mathematics. The Minister of Education, Science, Culture and Sports Vahram Dumanyan informed about this.
In response to Hovik Aghazaryan’s question, the Minister noted that according to the current law, deferment from the army is granted by the decision of the Government for significant achievements and when the student applied to the executive body, and, according to the new law, the Government determines the list of professions and places in advance.
The Minister justified the change in the conscription age from 27 to 28 by the fact that today we have 12-year general education, they finish it at the age of 18, and those who study for a postgraduate course for 3 years already in the 2nd
year, as soon as they turn 27, are drafted into the army and do not have time to defend their PHD thesis.
Vilen Gabrielyan presented the endorsement of the NA standing Committee on Defense and Security on the draft.
