The standardization sphere, being component of the quality infrastructure system, has an essential influence on the development of the economy of the Republic of Armenia. At the present phase, taking into consideration the new developments of the standardization sphere, the processes being regulated by law, the legal gaps recorded as a result of use, need arose to review a number of articles, providing profile regulation of shortcomings or problems recorded at the current phase. The RA Minister of Economy Vahan Kerobyan said about this at September 7 sitting of the Standing Committee on Economic Affairs, presenting in the first reading the draft law on Making Amendments and Addenda to the law on Standardization.
In the proposing draft law the goals and principles of the standardization, the national standardization body, the articles establishing the functions of the Administration Council were reviewed. The new article ‘Technical Conditions’ was added by the draft. Particularly, it was designed that the elaboration, the approval of the technical conditions, the implementation of the amendments in them, the cancelation announcement is reserved to the legal entity or individual entrepreneur, as ‘the technical conditions is the document, through which he producer presents the consumer information about the importance, use, consuming characteristics, security of use, packaging, marking, transportation and preservation conditions, accepting, control and analysis rules of the producing goods
According to Vahan Kerobyan, compulsory demand of technical conditions and document expertise and accounting of their amendments was set.
It is designed also to establish an order on setting and granting annual prizes in providing the quality of the product and the services for boosting the quality of the product and the services in the CIS countries, supporting the contribution of the effective methods of the quality management, as well as backing the national initiatives aimed at the rise of quality of the product and the rendering services in the international market and submit it for the approval of the RA Government.
The debated draft was endorsed.
The authority of making normative decisions by the Government was stipulated by the addenda proposed by the executive body to the law On the Secure Use of Nuclear Energy for Peaceful Purposes, also establishing the principle of legal certainty, the authorizing norm was formulated distinctly, specifying the scope of the liability of the body receiving the act. The Acting Chairman of the RA Nuclear Safety Committee Khachatur Khachikyan presented the draft for debate. The issue was endorsed by the Committee.
