Issue of Election of Candidate Nominated for Vacant Position of Judge of Administrative Chamber of the Court of Cassation Debated

The deputies debated the issue of the election of a candidate nominated for the vacant position of a judge of the Administrative Chamber of the Court of Cassation in the extraordinary session convened on June 27.

The Supreme Judicial Council nominated as candidates Hakob Grigoryan, Kristine Mkoyan and Artur Poghosyan. The National Assembly should elect a candidate for the position of a judge of the Administrative Chamber of the Court of Cassation from the three nominated candidates.

Davit Khachaturyan, a member of the Supreme Judicial Council, nominated Hakob Grigoryan as a candidate for the position of a judge of the Administrative Chamber of the Court of Cassation.

The candidate Hakob Grigoryan presented his work activities. He noted that if elected, he will try to be useful in improving the administrative system. According to him, the administrative system needs to be reformed, and the citizens also notice that. “We are trying to make the administrative system more perfect, but no one has noticed or noticed, but we do not say that the Law on Administrative Offenses was adopted in 1986. It turns out that it is probably one of the only laws that was adopted in Soviet times, and by constantly amending it, we try to adapt ourselves to the Soviet legislation. We have a lot to do from the beginning,” in particular, he said.

Davit Khachaturyan, a member of the Supreme Judicial Council, nominated Kristine Mkoyan as a candidate for the position of a judge of the Administrative Chamber of the Court of Cassation.

In candidate’s opinion, the establishment of a separate Administrative Chamber in the highest instance is of essential importance. She noted that the establishment of the Administrative Chamber will be a necessary toolkit aimed at solving the problems facing administrative justice in parallel with the development of public relations and requiring solution taking into account administrative peculiarities. According to her, it will facilitate the rapid response of the high court to the problems in the administrative-legal relations. Due to the peculiarity of the activity of the Court of Cassation and its role in the judicial system, the establishment of the Administrative Chamber will provide an opportunity to ease the burden in the First and Administrative Courts of Appeal.

Davit Khachaturyan, a member of the Supreme Judicial Council, nominated Artur Poghosyan as a candidate for the position of a judge of the Administrative Chamber of the Court of Cassation.

According to Artur Poghosyan, judicial reforms have been implemented and are being implemented in Armenia for about three decades, the main purpose of which is to create adequate conditions for the improvement of the judicial activity of one of the branches of power. “Of course, we have had visible results during these years, but there is still work to be done,” the candidate underlined. He noted that his professional skills and experience in the administrative and legal spheres allow him to apply for the position of a judge of the Administrative Chamber of the Court of Cassation.

Referring to the authority and behavior of a judge during the exchange of views, the deputy Vladimir Vardanyan agreed with his colleagues’ claims that since the independence of Armenia, almost no work has been done to publicize the positive image of a judge. “Unfortunately, in the case of the judicial power, even one wrong expression of one judge casts a shadow over the entire judicial power,” Vladimir Vardanyan noted and emphasized the fact that the judicial self-governing bodies should pay more attention to the behavior of judges.
