At May 20 sitting, the NA Standing Committee on State and Legal Affairs debated in the second reading the draft law on Amending the RA Civil Code authored by the deputies Artur Davtyan and Anna Karapetyan. It is proposed to prevent the possible problems related to the pledged means of transport crossing the border of the republic without the pledgee’s consent. The pledgor and the pledgee can stipulate the right to crossing state border by the pledged means of transport by the pledgor or his authorized person with the contract of pledge of moveable property. The return of the subject of pledge will be ensured and the interest rates of the car loans will be decreased. The co-rapporteur Nikolay Baghdasaryan sees some problems in the proposed addition. According to him, the adoption of the bill will be beneficial only for the banks and the loan organizations. The person who has bought a car with loan which cannot cross the border of the republic by the pledged car. He proposed to postpone the debate of the draft law which was not accepted by the authors.
The RA Deputy Minister of Justice Vahe Danielyan stated that the Government, in general, is in favor of the draft law, on the condition that some amendments will be implemented. The authors accepted it.
By the endorsement of the committee, the draft law will be included in the draft agenda of the NA upcoming regular sittings.
The debate of the draft law on Making Amendments and Addenda to the RA Code referred to the Administrative Offenses authored by the NA Bright Armenia Faction was postponed by the proposal of the key rapporteur Ani Samsonyan for up to two months.
