Parliamentary Hearings on Reforms in the Sphere of Professional Education

On November 28, on the initiative of the RA NA Standing Committee on Science, Education, Culture, Youth and Sport parliamentary hearings on the theme The Reforms and the Legislative Problems in the Sphere of Professional Education.

The RA NA deputies, representatives of the international and local organizations implementing activities in the sphere of professional education and those responsible for the sphere took part in the hearings.

The Committee Chair Vardan Bostanjyan has noted that as a result of constitutional reforms the role of the parliament increases, and the relevant Committee of the RA National Assembly has held analysis over the theme under debate, and he is aware of the current situation of the sphere of the professional education.

The Committee Chairman has stated that the education is the powerful lever that has an immediate impact on the human activity, profession and life quality.

Levon Mkrtchyan, presenting the directions of the development of the institutions providing professional education, touched upon the input of the professional bachelor's degree, which would give an opportunity to finish the professional institution, getting concrete profession.

Touching upon the experience of the Scandinavian countries, he has documented that they give professional education, stemming from the problems of their communities and needs of the labor market.

The RA NA deputy Ruzanna Muradyan underlined the necessity of providing equal opportunity for education and continuity of education.

The NKR Deputy Minister of Science and Education Armen Sargsyan has noted that Armenia and Artsakh are in the same field, and all the mentioned problems and priorities also refer to the educational system of the Artsakh Republic. According to Mr Sargsyan, the secondary professional education is carried out by about fifty-three professions.

In his word the Chairman of the RA Union of Employers Gagik Makaryan touched upon the formation of specialist-employer relations, the problems of the choice of the professions necessary for the market and the professional education.

The Head of the Department of Financial-Economic and Accounting of the RA Ministry of Education and Science Gevorg Yeghinyan talked about the financing problems and the ways of their solution of the preliminary professional and secondary professional education.

The Head of the Preliminary Professional and Secondary Professional Education of the RA Ministry of Education and Science Artak Aghbalyan in detail referred to the problems of the organization of education based on the work, and presented the proposals directed to the legislative strengthening of the self-financing bases.

The Chairperson of the NGO Bridge of Hope Susanna Tadevosyan touched upon the problems of the legislative regulation of the input of the inclusive education in the sphere of professional education.

Summing up the hearings Vardan Bostanjyan noted that debates related to the vulnerable sides of the professional education. In the word of the Committee Chair, we should undertake the solution of the problems debated during the hearings.
