On March 21 the RA National Assembly continued the work of the four-day sittings. The NA President Hovik Abrahamyan began the sitting with the word of gratitude addressed to the parliamentarians of Lithuania and France for establishing Friendship Groups with Artsakh:

“Dear Colleagues,

As you know, a Friendship Group with the Republic of Artsakh has been established in the Seimas of the Republic of Lithuania, and with the participation of the deputies of the National Assembly of France, a group of members of the Senate, figures representing different political forces, former deputies and powers of several cities a friendship format with the Republic of Nagorno Karabakh has been established, and they have called on to put an end to the political isolation of Artsakh.

In the name of the National Assembly of the Republic of Armenia I would like to once again thank our Lithuanian and French colleagues and all those, who are standing in the sources of those initiatives”.

Then the deputies by voting passed the bills, which have been already debated.

The parliament continued the debate of the legislative initiative of the government envisaging amendments to the laws “On Tax Service” and “On Customs Service”.

During the exchange of thoughts deputies Koryun Nahapetyan and Khosrov Harutyunyan welcomed the government’s wish to improve the systems of tax and customs services.

The key speaker, Deputy Chairman of the State Revenue Committee Vakhtang Mirumyan and co-speaker, the Deputy Chairman of the NA Committee on Economic Affairs Mikayel Melkumyan in their final speeches have stressed that the draft laws have essential impact on the whole business field.

The RA Deputy Justice Minister Yeghishe Kirakosyan presented for debate in the National Assembly the issue of ratification of the agreement “Transferring the Convicts between Republic of Armenia and the Islamic Republic of Iran” signed in Tehran on November 12, 2012.

The NA Standing Committee on Foreign Relations endorsed the draft law.

The parliament in the first reading debated the package of bills “On Amending the RA Law on Compulsory Insurance of Responsibility Stemming from the Use of Transport Means” and “On Amending the RA Code on Administrative Infringements”.

The Chairman of the Head of the Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan endorsed the package of bills.

Then the parliament in the first reading debated the bill “On Amending the RA Law on Citizenship of the Republic of Armenia” authored by the government, which presented the Deputy Head of the RA Police Artur Osikyan.

The member of the Standing Committee on State and Legal Affairs Hovhannes Sahakyan endorsed the bill.

Artur Osikyan also submitted for debate in the parliament the bill “On Amending the RA Law on the Code of the Public Services”.

The member of the Standing Committee on State and Legal Affairs Levon Martirosyan endorsed the bill and proposed the deputies to approve it.

The RA First Deputy Chairman of the State Revenue Committee adjunct to the RA Government Armen Alaverdyan presented the International Convention (with amendments) “On Simplification and Harmonization of the Customs Procedures” signed in Kioto on May 18, 1973.

The member of the NA Standing Committee on Foreign Relations has noted that the Committee is for joining the Convention.

The deputies also debated the 2013 Annual Action Programme for RA Public Services Regulating Committee, which presented the Chairman of the Committee Robert Nazaryan.

The Deputy Chairman of the NA Committee on Economic Affairs Mikayel Melkumyan presented the positive view of the committee on this programme.

The National Assembly also debated the 2013 Annual Action Programme for RA Economic Competition Protection Committee, which presented the Chairman of the Committee Artak Shaboyan.

The debate of the issue was interrupted, the work of the NA four-day sittings ended. The National Assembly will continue debating the 2013 Annual Action Programme for RA Economic Competition Protection Committee at the next NA four-day sittings.
