On June 16 in the Tigran Mets Hall of the Armenia Marriott Hotel the works of the three day Regional Parliamentary Conference of the Central and Eastern Europe (CEE) on the theme “Making Child Rights a Reality for the Most Vulnerable Children” organized by the RA National Assembly, the UNICEF and the Inter-Parliamentary Union, continued. More than 100 delegates representing different countries and international organizations, NA deputies, Government representatives and experts took part in it.
During the three day Regional Parliamentary Conference the participants discussed a number of issues relating to the protection of children’s rights, especially of vulnerable groups, the achievements and challenges existing in that sphere.
The international and regional legislative field relating to children’s rights was presented; the role of parliaments in the regional and international monitoring processes and the existing information sources, tools and methods, through which the existing situation in the sphere of children’s rights was subjected to monitoring, was paid a special attention.
The conference participants focused on the parliamentary initiatives directed to early childhood development, children’s protection against various forms of violence during early childhood.
By the proposal of Ara Babloyan, Chairman of the RA NA Standing Committee on Healthcare, Maternity and Childhood, a video was played, which showed the daily life of children with special needs in the rehabilitation centers of the republic.
Lilit Galstyan, RA NA deputy, presented the provisional version of the conference final document. She mentioned the steps and policy, which should promote the increase of the protection of children’s rights, the prevention of various types of violence applied towards them and the capacity building in the period of early childhood.
The organization of children’s care was particularly highlighted in foster families and in the institutions of family type.
Ms. Galstyan proposed the conference participants to submit their remarks and suggestions, which if necessary, would be included in the draft document. The updated version of the document will be discussed in the Regional Parliamentary Conference.
Within the frameworks of the theme the delegates, expressing positive opinion on the presented draft, emphasized the family and family type care in children’s full development, the existence of the laws, policies and services protecting children from violence. Delegates from a number of countries considered necessary the increase of the budgetary allocations, the existence of the Children’s Rights Defender, as well as the provision of parliamentary supervision in the sphere of the protection of children’s rights.
