On June 11 the parliament continued the work of the four-day sittings. The Members of Parliament, by the presentation of Mr. Aram Harutyunyan, Minister of Nature Protection, debated for the first reading the legislative package on Making Amendments to the Law of the Republic of Armenia On Nature Protection Control, on Realizing Self Control Towards Application of Demands of Nature Protection Legislation and on Making Addenda and Amendments to the Code of the Republic of Armenia on Administrative Offences.
Mr. Khachik Harutyunyan, presenting the endorsement of the Standing Committee on Agriculture and Environment of the National Assembly, said that the legislative package was debated in the committee and with two NGOs.
Members of Parliament took the floor on the issue. Mr. Vardan Bostanjyan presented the view of the PAP faction. Mr. Vardan Bostanjyan, member of the PAP faction proposed to set up a mechanism displaying the level of pollution of the environment. Mr. Bostanjyan proposed to vote for the bill and to present the proposals from the first to second reading.
In their closing speeches, Mr. Khachik Harutyuinyan, Chairman of the Standing Committee on Agriculture and Environment of the National Assembly and Mr. Aram Harutyunyan, Minister of Nature Protection touched upon the MPs’ questions and concerns, assured that the legislative package will be developed during the term from the first to the second reading.
The voting of the debated bills was organized after the debate of the issue.
The bills on Making Addendum to the Law of the Republic of Armenia on Public Auctions and on Making Amendment to the Water Code of the Republic of Armenia as well as the legislative packages on Making Addendum and Amendments to the Law of the Republic of Armenia on Arms, on Making Amendments to the Law of the Republic of Armenia on Customs Service, on Making Amendments to the Law of the Republic of Armenia on Tax Service, on Making Amendment to the Law of the Republic of Armenia on Rescue Service and on Making Amendments and Addenda to the Law of the Republic of Armenia on Hunting and Running the Hunt Economy, on Making Amendments to the Criminal Code of the Republic of Armenia and on Making Amendments to the Law of the Republic of Armenia on Environmental Control, on Realizing Self Control to the Application of the Demands of Environmental Legislation and on Making Addenda and Amendments to the Code of the Republic of Armenia on Administrative Offences were debated for the first reading.
The legislators debated for the second reading the legislative package on Making Addenda to the Law of the Republic of Armenia on Value Added Tax, on Making Addenda to the Law of the Republic of Armenia on Profit Tax and the draft laws on Making Addenda and Amendment to the Law of the Republic of Armenia on Service in the Police, on Making Amendments and Addenda to the Law of the Republic of Armenia on Fixed Payments etc.
The legislative package, authorized by Mr. Hovik Abrahamyan, the President of the National Assembly of the Republic of Armenia, on Making Addenda to the Law of the Republic of Armenia on State Service in the Staff of the National Assembly of the Republic of Armenia and on Civil Service was adopted for the third reading. Members of Parliament enshrined by voting a report, signed on April 10, 1995 in Sofia.
Mr. Armen Ashotyan, Minister of Education and Science, presented for the first reading the draft law on Making Addendum to the Law of the Republic of Armenia on Scientific and Technological Activities.
Mr. Artak Davtyan, Chairman of the Standing Committee on Science, Education, Culture, Youth and Sport of the National Assembly, presenting the endorsement of the committee, said that the issue was debated in the parliamentarian committee.
As presented by Mr. Armen Ashotyan, Minister of Education and Science, they debated for the second reading the legislative package on Making Amendments to the Law of the Republic of Armenia on Education, on Making Amendment to the Law of the Republic of Armenia on Value Added Tax, on Making Amendments to the Law of the Republic of Armenia on Licensing, on Making Amendments to the Law of the Republic of Armeniaon State Inspectorates for Education and on Making Amendments to the Law of the Republic of Armenia on State Duty.
The National Assembly finished the work of the four-day sittings of June 8-11. Mr. Hovik Abrahamyan, the President of the National Assembly of the Republic of Armenia announced the closing of the fifth session of the National Assembly of the fourth convocation and under the anthem of the Republic of Armenia the fifth session of the National Assembly of the fourth convocation ended.
