Voting of the Tax Package Postponed

On June 10 the four-day sittings of the National Assembly began with voting.

The deputies passed all the agenda issues, which were discussed on the previous day. The voting of the legislative package, envisaging amendments in the tax laws, circulated by the Government was postponed for 15 days by the Deputy Minister of Finance Mr. Suren Karayan’s proposal. Speaker of the National Assembly Mr. Hovik Abrahamyan, who was presiding over the sitting, noticed that it was decided to postpone together the voting, and it was conditioned by the parliamentary factions and executive power to debate once again the package and by the necessity of eliminating the concerns.

The Head of the Parliament proposed to completely pass in the third reading the bills on State Service in the Staff of RA National Assembly and On Making an Addendum to RA Law On Civil Service prepared by him.

As Deputy Minister of Finance Mr. Suren Karayan presented, the initiative of the government On Making Addenda to the law On Value Added Tax and On Profit Tax have not been amended after the first reading. In his co-report Deputy Chairman of the NA Standing Committee on Financial-Credit and Budgetary Affairs Mr. Artsvik Minasyan re-affirmed the endorsement of the committee and noted that the draft law has been already improved before the first reading as a result of debates in the committee.

Deputy Minister of Finance submitted to the parliament the protocol On Making Amendments to the Agreement signed in Sofia on April 10, 1995 On the Incomes and Double Exempt of the Property between the Republic of Armenia and Republic of Bulgaria. Member of the NA Standing Committee on Foreign Relations Mr. Shirak Torosyan presented the endorsement.

Deputy Chief of Police Mr. Hovhannes Hunanyan proposed the deputies to pass the bill On Making Addenda and Amendments to the Law On the Service in the Police.

The Deputy Chief of the Police presented another legislative package On Making Addendum and Amendments to the Law On Weapons, On Making Amendments to the Law On Tax Service, On Amending the Law on Rescue Service.

About 3 dozens of deputies put into circulation the initiative On Making Amendments and Addenda to the Law on Fixed Payments, which was presented at the sitting for passing in the second reading.

Deputy Minister of Culture Mr. Gagik Gyurjyan submitted to the parliament the next agenda bill On Non-Material Cultural Heritage.

Minister of Nature Protection Mr. Aram Harutyunyan submitted to the legislative body the draft law On Making Amendments in RA Water Code.

Chairman of NA Standing Committee on Agriculture and Environment endorsed the issue, and the member of the Committee Mr. Misha Stepanyan announced about this at the sitting.

The bill On Making Amendments and Addenda to RA Law On Purposeful Use of Environmental Payments Being Paid by the Companies was presented for passing in the second reading.

As the member of the NA Standing Committee on Agriculture and Environment Mr. Bagrat Sargsyan said, the committee endorsed this draft law.

According to the defined order of NA Rules of Procedure, the last hours of the third day of the four-day sittings was allotted to the question and answer session between the deputies and the members of the government.
