On June 8,2023, the RA Government approved the complex programme for 2023-2027 Social Inclusion of Persons with Disabilities. On April 23, a work debate was held in the Parliament regarding the measures implemented in 2023, at the initiative of the member of the Standing Committee on Labor and Social Affairs Zaruhi Batoyan. MPs, the representatives of the relevant structures regulating the sector, and a number of public organizations participated in it.
“There is a necessity to make additional efforts to ensure the rights and equal opportunities of people with disabilities,” Zaruhi Batoyan mentioned, highlighting the works carried out in different fields in 2023.
The Minister of Labor and Social Affairs Narek Mkrtchyan presented the priorities in the field. According to him, in 2023 a new system for assessing the person's functionality was introduced and implemented, in the direction of which trainings of medical specialists assessing the person's functionality were carried out. As of December 31, 2023, 11.109 people have passed functional assessment, 9.683 people have been diagnosed with disability.
The RA Minister of Education, Science, Culture and Sport Zhanna Andreasyan informed that there are two main directions in the complex programme: Ensuring the right of all persons with disabilities to quality inclusive education at all levels of education and promoting and ensuring cultural rights.
Within the framework of the complex programme, the RA Deputy Minister of Health Artak Jumayan touched upon the implemented works of 2023. He presented data on state-guaranteed free medical care and maintenance services for persons with disabilities.
The Deputy Chairman of the Urban Development Committee Davit Grigoryan spoke about the works carried out under the programme of ensuring the accessibility of public production buildings.
The rapporteurs expressed their gratitude for organizing a debate in such a format, providing the opportunity to present a report, which help to plan the future work more efficiently and targeted. They also answered the questions of the representatives of non-governmental organizations.
