On the initiative of the deputy Zaruhi Batoyan, it is proposed to clarify the types of programs broadcast in Armenian sign language and with subtitles and increase their volume, clarify the powers of the regulatory state body regarding the minimum technical requirements for the presentation of audiovisual information with sign language translation and the definition of broadcasting hours. It is also proposed to impose a ban on the misuse of audiovisual programs, also in case of disseminating discrimination based on age, disability, personal or social characteristics or containing information with such a purpose. Establish a list of additional and mandatory programs with Armenian subtitles and sign language translation for public broadcasters, including educational, health, cultural and entertainment programs, official information, special releases during the state of emergency and social advertising.
The author proposed to define the concept of Sign Language in the RA Law on Language.
The legislative package on Making Amendments and Addenda to the Law on Audiovisual Media, on Making Addenda to the Constitutional Law the Rules of Procedure of the National Assembly and on Making Addenda to the RA Law on Language authored by the deputy was debated in the first reading at the sitting of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport held on September 6.
Zaruhi Batoyan informed that the application of the Armenian Deaf Society NGO became the basis for developing the legislative package.
The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan presented the endorsement and the proposals of the Government.
It will be proposed to include the package in the draft agenda of the NA upcoming regular sittings with the endorsement of the Committee. After being fully adopted by the National Assembly, the package will enter into force on January 1, 2023.
