The purpose of the addenda to the Law on Education authored by the deputies of the NA Civil Contract Faction Sisak Gabrielyan, Taguhi Ghazaryan, Knyaz Hasanov and Hasmik Hakobyan is to regulate the procedure of implementation of additional educational programmes in order to create conditions for recognizing non-formal and informal education received by the citizens.
It will be possible to resolve the legislative crisis, strengthen the process of organizing and implementing educational programmes, as well as more effectively implement the state policy introduced in the field of evaluation, recognition and certification of non-formal and informal learning outcomes, ensure the fulfillment of reserved international obligations by the draft law.
It is established that the evaluation and recognition of non-formal and informal learning outcomes by the authorized body of the state administration of education is a process of certifying the fact that a person’s abilities and certain comparable criteria correspond.
The key rapporteur, the Chair of the Standing Committee Sisak Gabrielyan noted that after the first reading, the Government presented substantive, editorial and technical proposals, which were accepted. In relation to certain articles, the executive body proposed to set the dates of their entry into force in 2023 and 2024 in order to enable the relevant bodies to organize and implement the whole process of reform.
The RA Deputy Minister of Education, Science, Culture and Sports Zhanna Andreasyan informed that according to the Government programme, it is planned to thoroughly improve the sphere of education. The Educational Code will be developed.
As a result of debate, the Committee members endorsed the draft law.
The issue was debated at the sitting of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport on April 29.
