On March 3 MPs Rafik Petrosyan and Hovhannes Margaryan held a press conference. On February 24-28 they were in Kyrgyzstan in the CIS observer’s mission.
Mr. Petrosyan informed that 75 persons will be elected as MPs of Parliament of Kyrgyzstan
by plurality electoral order, 6 candidates were proposed for each place. 29 deputies were elected at the first run (all man) the rest passed the run stage. The population is 5 million, 2million 600.000 of which have the right to vote. 55-66% of the electors took part in the elections, there were queues in the poll stations. 550 observers from CIS and OSCE followed the elections.
Mr. Petrosyan informed that 50 proposed opposition candidates were ousted from the registration in advance.
The votes were passed by a new electoral technology, marking by inked fingers, slurring over of which is already found, said Rafik Petrosyan. He noted that offences and omissions have been found, in particular, the marking was not done in public. Electoral lists were made not perfect there were not data on candidates.
Touching upon the electoral legislation of Kyrgyzstan, Hovhannes Margaryan noted that in contrast to the previous electoral legislation when 60 deputies from 75 were elected by plurality electoral order, now everyone is elected through plurality, which will lead to political parliament. It was also a matter of concern that before three days of the elections the printing houses of opposition mass media were out of power.
The observers didn’t know yet whether they will participate in the second run or not. To the question whether the elections in Kyrgyzstan can be considered as free and fair, Rafik Petrosyan said that they were not 100% free and fair. The main process was implemented according to democracy, but the issues were solved before the very process.
