On December 12, the RA NA Standing Committee on Territorial Administration and Local Self-Government organized parliamentary hearings to debate the draft law with the legislative enclosed package on Amending the RA law on Local Self-Government and the draft law on Amending the RA law on Local Duties and payments with the package authored by the Government and passed in the first reading.
The NA deputies, the heads of the communities, the members of the Elders, the representatives of the city authorities and the NGOs took part in the hearings.
Opening the hearings, the Committee Chair Stepan Margaryan has noted that the draft laws have passed a long path, a number of recommendations have been received after the debate in the first reading, which are at the phase of debate, the draft laws in the second reading will be debated in the NA upcoming extraordinary session on December 13.
The First Deputy Minister of the RA Territorial Administration and Development Vache Terteryan has presented the accepted and non-admissible recommendations and noted that the legislative amendments are conditioned by the Constitutional amendments, and a working group has been created, where the heads of the communities and the representatives of the NGOs also have worked. In the parliament recommendations had been received after being debated in the first reading, and part of them the author had already accepted.
During the exchange of thoughts the NA deputies, the representatives of the communities and the NGOs presented their recommendations on the sphere and the legislative packages, the remarks and concerns, expressed readiness to continue the joint work and to more improve the very important draft laws regulating the sphere.
