Item on Approval of RA Government Programme Begins to be Debated at RA NA Extraordinary Sitting

By the decision of the RA NA Speaker Galust Sahakyan, under Article 70 of the RA Constitution, at the initiative of the RA Government, on October 20 an extraordinary sitting of the RA National Assembly was convened having on the agenda the item on the Approval of the RA Government Programme.

By the decision of the Parliament, every day four sittings with one and a half hour duration of the RA NA extraordinary sitting convened on October 20, 2016 will be held, teh duration of every interval is half an hour. Beginning from the second day the sittings will begin at 11:00.

The RA Prime Minister Karen Karapetyan thoroughly presented the Government programme.

The Prime Minister informed that during the elaboration of the RA Government programme numerous meetings and debates had been organized with the RA former Prime Ministers, Ministers, politicians with rich experience of state government, experts, businessmen, representatives of society’s wide layers. He noted particularly that the programme had been debated with the RPA and ARF representatives.

Numerous questions were addressed to the Prime Minister, which related to the implemented reforms, fighting the shadow economy, the steps taken to overcoming corruption, the improvement of customs system, the geo-political developments and the study of the experience of different countries, the transfer of the customs systems functions to private sector, the reduction of poverty, demographic problems, the provision of road police and safe traffic, the job creation, the development of industry, the foreign policy, the unemployment reduction, the creation of favourable atmosphere for the handicapped people, the health care, scientific-educational programmes, the implementation of the social house construction, the budget risks and other problems.

In their speeches the NA deputies Tevan Poghosyan, Khachatur Kokobelyan, Sukias Avetisyan, Rubik Hakobyan, Naira Zohrabyan, Elinar Vardanyan, Karen Shahmuradyan, Mikayel Melkumyan, Edmon Marukyan, Vahan Babayan, Mher Shahgeldyan, Gurgen Arsenyan, Khosrov Harutyunyan, Heghine Bisharyan, Nikol Pashinyan, Vardan Ayvazyan, Zaruhi Postanjyan touched upon the main provisions of the programme and presented their observations.

The NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech and presented political accents on the item.

The NA Deputy Speaker noted that after constitutional reforms a new situation had been created in the country. He has opined that though the Government will work de jure until the end of the April elections, nevertheless there is a serious tactics intended for future in the Government programme

“The most important problem for us is the inner and external security, and it is important that with united efforts all of us, involving all layers of Armenians, also the mental and physical potential of the Armenian Diaspora, first to strengthen our security,” Mr Sharmazanov noted.

The NA Deputy Speaker highlighted the creation of the favourable atmosphere for the investments and the implementation of the steps for solidarity and justice.

The NA Deputy Speaker has proposed his colleagues to vote for the programme, as it stems from the interests of the RA citizen and the Armenian people.

The Members of the RA Government - the RA Justice Minister Arpine Hovhannisyan, the RA Defense Minister Vigen Sargsyan and the RA Minister of Education and Science Levon Mkrtchyan gave extraordinary speeches.

The National Assembly will continue the work of the National Assembly extraordinary sitting on October 21 at 11:00.
