Speech by Member of RA NA Delegation to PACE Naira Zohrabyan at PACE Meeting

Dear Colleagues,

I think that we should urgently discuss the Referendum of the Constitutional amendments held on September 26 in Azerbaijan. By that Referendum the member state of the Council of Europe became a Sultanate and by the basic law of the country the main model of the Sultanate was affirmed by the heritage of the President’s chair.

By the Constitutional amendments defining his own tenure from 5 years to 7 seven years, and the minimum threshold age designed for the President’s candidate reduced from 35 years to 25 years, Aliyev affirmed by the basic law of the country the provision of passing the President’s chair after his tenure to Aliyev Junior. And despite the fact that Azerbaijan’s several human rights organizations left in freedom, the Musafat party, the U.S. Department and a group of Congressmen called on the Constitutional Court not to give positive conclusion to Aliyev’s next tyrant dictator, however by September 26 Referendum Azerbaijan officially became a dictatorship Sultanate.

Dear Colleagues, I don’t want even to discuss through what disgraceful legal frauds the referendum was held. I hope that the Assembly will discuss the very non-understandable assessment of PACE Observation Mission in Azerbaijan the referendum was held open and transparent, disregarding the assessments of the OSCE and the Venice Commission.

At least it is not understandable how our colleagues of the Assembly consider exemplary a Referendum, when the international media and even some Azerbaijani mass media issues hundreds of facts on the election frauds: for example, how the schoolchildren not having the right to vote were taken to vote. Moreover, the Azerbaijanis living in different countries of the world organized demonstrations at the Azerbaijani Embassies of the mentioned countries with the posters “The People Don’t Want a King.” And after this disgrace it is announced that the 91% of the Azerbaijanis is for having a king.

Dear Colleagues,

What happened in Azerbaijan on September 26, should become a matter of the most serious discussion in our organization. We kept silence, when by the previous Constitutional amendments Aliyev made the right of being nominated President lifelong, now we keep silence, when the CoE member state is officially announced a Sultanate.

I demand that the issue of anti-democratic Constitutional Referendum held in Azerbaijan should be specially or urgently put for voting.
