RA NA Deputy Speaker Hermine Naghdalyan’s Speech at the Parliamentary Conference of Central and Eastern European Countries

On August 31, within the framework of “Solidarity and Sovereignty” parliamentary meeting of Central and Eastern European countries launched in Warsaw , at the discussion of “ Revival of the European Union and Regional Cooperation in Central and Eastern Europe RA NA Deputy Speaker Hermine Naghdalyan delivered a speech.

First of all thanking the leadership of the Polish Parliament for hospitality and the organization of such a prestigious event, where Speakers, Deputy Speakers and other high-ranking officials from more than 10 courtiers take part in, Hermine Naghdalyan considered this event to be indeed a good opportunity to reveal, discuss the issues that today raise our concern and require our urgent attention. 

In this context Mrs Naghdalyan draw the attention of those present to the rather complicated and tense situation in the region  and underscored that speaking about cooperation, we in first thing have in our minds political dialogue devoted to the security issues. As a general challenge the NA Deputy Speaker distinguished the existing war zones, the rise of political extremism, expansion of international terrorism which endanger the peace and security of our region that require our common efforts to struggle against them.

Touching upon Armenia ’s problems Hermine Naghdalyan introduced the complicated reality which Armenia “lives” in, surrounded by its two neighbours - from East it is Azerbaijan with its aggressive military policy, and from West it is Turkey , which keeps its border with Armenia closed, thus flagrantly violating international law. 

The RA NA Deputy Speaker Hermine Naghdalyan once again reminded her European colleagues about most recent military aggression of Azerbaijan , at the beginning of this April, against Nagorno Karabakh as of the most extensive and wide scale since 1994 cease fire- targeted not only at the military, but at civilians as well.

“Colleagues, today the question is about the safety of the people of Nagorno Karabakh, about their right to live. Nagorno Karabakh is a part of Europe irrespective of its status, and its people belong to the European family.”, - emphasized Hermine Naghdalyan in her speech, stating that the role of the European Union in these processes is irreplaceable and extremely important.

“At different levels it expressed the EU commitment to support the activities OSCE Minsk Group Co-Chairs , which is the only internationally mandated body to work towards a peaceful solution to the Nagorno Karabakh conflict based on three principles of international law – the right to self-determination, territorial integrity and non-use of force.”,- in her speech reminded Hermine Naghdalyan. She expressed hope that the balanced position of the EU and its dedication to create conducive environment for the comprehensive solution of the problem, maybe due to its consistent policy, will manage to break the ice of Azerbaijani policy, become a kind of bridge and to contribute to the building of confidence, which will not be easy, since our neighbour fiercely rejects all forms of cooperation.

“Today, Karabakh is an established state with all the attributes and institutions of statehood, its Constitution, an active civil society and a vibrant economy.”,- Hermine Naghdalyan drew attention of the European parliamentarians, underscoring that it is an important geopolitical factor in the region, which contributes to the stability and peace.

“Throughout its independence, Karabakh has proven to be a reliable, predictable, and responsible partner for the international community and is consistent in its actions aimed at maintaining regional peace and stability.”,- noted Mrs Naghdalyan documenting that the direct interactions with the Nagorno Karabakh authorities become more and more active today.

“European Union is a symbol of democracy. Stemming from its basic principles and values, the Union should be beside people who are striving for democracy, human rights, freedom and equality. This people have expectations and the EU can help to accomplish these expectations.”,- Hermine Naghdalyan concluded her speech.
