Meeting at the NA Standing Committee on Defense, National Security and Internal Affairs

On April 18, the Chairman of the NA Standing Committee on Defense, National Security and Internal Affairs Koryun Nahapetyan met with Ambassador Günther Bächler, Special Representative for the South Caucasus of the OSCE German Chairperson-in-Office. Bernhard Matthias Kiesler, Ambassador Extraordinary and Plenipotentiary of FRG to RA also took part in the meeting.

Koryun Nahapetyan highlighted the support of the OSCE German Chairmanship to the peaceful settlement process of Karabakh conflict and underlined that the international community and the OSCE Minsk Group Co-Chair countries should targetedly respond to the ongoing events.

Ambassador Günther Bächler has noted that the OSCE German Chairmanship is strongly concerned about the escalation of the situation on the Line of Contact between Azerbaijan and Nagorno Karabakh and offered condolences for the victims who died as a consequence of military operations.

Koryun Nahapetyan presented in detail the military-political situation created in the region as a consequence of large scale military operations unleashed by Azerbaijan, the new challenges and threats, the violations of the international humanitarian law by the Azerbaijani armed forces, noting that they should concern the OSCE all member states. He observed as a mandatory condition for reaching success in the settlement of the conflict the NKR participation in the negotiating process and considered inadmissible Azerbaijan’s steps aimed at transferring the problem to other platforms.

Günther Bächler has underlined that the NK conflict cannot have military solution and it is necessary to return the sides to the peaceful settlement process of the problem through negotiations. He considered the political dialogue without preconditions between the sides as a necessary condition in the problems of the peaceful settlement of the NK issue and in that aspect especially highlighted the parliamentarians’ role.

In this context Koryun Nahapetyan has underscored that Armenia has always been for the proposal of the OSCE Minsk Group to create an international mechanism investigating the ceasefire violations, drawing back the snipers from the Line of Contact and strengthen the confidence, which have not been implemented because of Azerbaijan’s destructive policy.

In the course of the meeting the sides also discussed the priorities announced by the OSCE German Chairmanship, ways of interaction of the international terrorism, extremism and xenophobia, as well as the process of the constitutional reforms carried out in the Republic of Armenia.
