On April 1 the NA Standing Committees convene sittings.

At the sitting of the NA Standing Committee on State and Legal Affairs moderated by Hovhannes Sahakyan in the first reading the legislative package on Amending the RA Law on Protection of Economic Competition, on Amending the RA Law on the Body Regulating the Public Services, on Amendments to the RA Law on Television and Radio and the Amendments to the RA Law on Control Chamber.

The RA Minister of Justice Arpine Hovhannisyan presented the viewpoint of the Government.

The member of the Committee Vahram Mkrtchyan in his report has noted that the adoption of the package is not expedient now.

The legislative package on Amendments to the RA Law on Inspection Bodies and on Amendments to the RA Law on Civil Service, submitted by the RA Minister of Economy Artsvik Minasyan, was also debated in the first reading.

The Committee member Tigran Urikhanyan proposed the issue under debate to be endorsed.

The draft law on Probation and the legislative package enclosed to it also was debated in the first reading procedure. Arpine Hovhannisyan has noted that the NA deputies can present interpellations for organizing a debate in any format during the period from the first to the second reading.

The draft law on Amendment to the RA Administrative Procedure Code authored by the NA deputies Hovhannes Sahakyan, Vahram Mkrtchyan and Levon Martirosyan was debated in the first reading.

Afterwards the draft law on Amendments to the RA Law on Administration Bases and Administrative Procedure, submitted by the RA First Deputy Justice Minister Arsen Mkrtchyan, was debated.

As a result of debates, the legislative packages and bills were endorsed to be included in the draft laws of the agendas of the NA Session and the upcoming four-day sittings.

The draft law on Amendment to the RA Law NA Rules of Procedure authored by the NA deputies Tigran Urikhanyan and Vahe Enfiajyan was also considered in the first reading.

The debated two bills were not endorsed by the Committee.

The debates of the bill on Amendment to the RA Law NA Rules of Procedure authored by the NA deputies Hovhannes Margaryan and Heghine Bisharyan, on Amendments to the RA Civil Code and the legislative package envisaging amendments to a number of laws authored by the Government and on Amendment to the RA Civil Code.

At the sitting the NA Standing Committee on Territorial Administration and Local Self-Government moderated by Araik Hovhannisyan debated the draft law on Amendment to the RA Law on Social Support of the Borderline Communities.

The RA Deputy Minister of Healthcare Vahan Poghosyan presented the draft law.

As a result of the debate, the author of the draft law Tevan Poghosyan proposed to postpone the inclusion of the draft law in the draft law of the agenda of the NA session by one year.

On the same day the NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan debated the draft law on Amendments to the RA Law on the Activities of the Real Estate Evaluation, which presented Armen Yeghiazaryan, Director of the State Agency of the National Centre for Legislative Regulation Project Implementation Unit of the RA Government Staff.

The draft law was endorsed and will be included in the draft agenda of the ninth session of the NA fifth convocation.

The RA Minister of Economy Artsvik Minasyan in the first reading presented the draft law on Giving Privileges to the Tax and Compulsory Social Insurance Payments to Hrazdan-Cement CJSC.

The draft law was endorsed and will be included in the draft laws of the agendas of the NA spring session and the upcoming four-day sittings.

The debate of the draft law on Amendment to the RA Law on Profit Tax authored by the NA deputy Mikayel Melkumyan was postponed by the author for one year.

At the sitting of the NA Standing Committee on Financial-Credit and Budgetary Affairs moderated by Gagik Minasyan the Loan Agreement on State Sector Modernization Project 3 signed between the Republic of Armenia and the International Bank for Reconstruction and Development signed on 18 November 2015 was debated.

Afterwards the Committee members debated the Agreement on Provision of an Investment Loan from the Resources of the Anti-Crisis Fund of the Eurasian Economic Community for Financing the Irrigation System Modernization Project signed between the Republic of Armenia and the Eurasian Development Bank in Yerevan on 16 October 2015, which submitted the Chairman of the State Committee of Water Economy of the RA Ministry of Agriculture Aram Harutyunyan.

The debated international agreements with the endorsement will be submitted to the ratification of the parliament.

The deputies studied the current reports of the RA Control Chamber and not finding any speculation, admitted as knowledge by Sukias Avetisyan’s presentation.

The coordinating expert of the Budgetary Office Gagik Barseghyan presented the report of the works done in the first quarter of the Budgetary Office.

The Committee endorsed the activities of the Office in the first quarter.
