Arman Tatoyan is Elected the RA Human Rights Defender

On February 23, the RA National Assembly continued the work of the regular four-day sittings. The deputies Alexander Arzumanyan, Heghine Bisharyan, Aram Manukyan, Rubik Hakobyan, Ishkhan Khachatryan, Levon Dokholyan, Tevan Poghosyan exchanged their opinions on the Human Rights Defender’s candidate.

The NA Factions (Rule of Law – Heghine Bisharyan, the ARF – Artsvik Minasyan, the ANC – Levon Zurabyan, the PAP – Naira Zohrabyan, the RPA – Vahram Baghdasaryan) expressed their viewpoints on the HRD candidate.

In his final speech the Chairman of the NA Standing Committee on State and Legal Affairs Hovhannes Sahakyan touched upon his colleagues’ speeches and thanked the parliament for concerned debate and constructive proposals.

In his final speech the HRD candidate Arman Tatoyan thanked the MPs for the effective debate, touched upon their raised questions and concerns. He once again expressed his readiness to cooperate with different bodies, being free from orientation. He has noted that in case of being elected, he will use his whole potential to reach the solution of the problems and protect everybody’s rights.

The Chairman of the NA Ad-hoc Counting Committee Sukias Avetisyan informed that, as a result of secret ballot, the parliament elected Arman Tatoyan the RA Human Rights Defender (Ombudsman) with 96 for and 7 against votes. Mr Avetisyan informed that out of 107 ballot papers 4 were recognized invalid.

According to the Article 4 of the RA law “On the Human Rights Defender,” the newly elected Human Rights Defender assumed his position with oath-taking ceremony.

The RA Deputy Minister of Economy Emil Tarasyan submitted for debate draft law “On Making Addenda to the RA law on State Duty.”

The Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan highlighted the proposal of the government, noting that the Committee endorsed the draft.

The NA deputies Khosrov Harutyunyan, Hrant Bagratyan, Mikayel Melkumyan, Hovhannes Margaryan, Heghine Bisharyan, Levon Zurabyan also expressed their opinion on the draft law.

In their final speeches the Chairman of the NA Standing Committee on Economic Affairs Vardan Ayvazyan and the RA Deputy Minister of Economy Emil Tarasyan answered the deputies’ interpellations, detailed some basic provisions of the draft law. They noted that the proposals will be debated during the period from the first to the second reading.

The debate of the issue will continue at February 24 NA sitting.

The last hour of the sittings, according to the Rules of Procedure, was allotted to the deputies’ announcements.
