On September 27 the NA Standing committees convened sittings.
The NA Standing Committee on State and Legal Affairs moderated by Davit Harutyunyan debated three legislative initiatives, which will be endorsed to be included in the draft laws of the agendas of the NA autumn and upcoming four-day sittings.
Arpine Hovhannisyan introduced the draft law “On Amending the RA Criminal Code” and the draft law “On Amending the RA Civil Code.”
The RA Deputy Justice Minister Grigor Muradyan submitted for debate the RA Administrative Procedure New Code comprised of 20 articles.
The debate of the draft law “On Amending the RA Law on Civil Service” submitted by the RA Government was postponed up to 1 year.
By the decision of the Committee on October 17 parliamentary hearings will be held on the theme “On Rules of Deputy’s Behaviour.”
On the same day the next sitting of the NA Standing Committee on Agriculture and Environment was convened. The key speaker, the RA Minister of Nature Protection Aram Harutyunyan in the first reading introduced the package of draft laws “On Amending the RA Law on Evaluation and Examination of the Influence on Environment” and “On Amending the RA Law on State Duty.”
Aram Harutyunyan in the first reading also debated the package of bills “On Amending the RA Law on Vital Security of the Use of Genetically Deformed Organisms,” “On Amending the RA Law on Licensing,” “On Amending the RA Code on Administrative Infringements” and “On Amending the RA Criminal Code.”
The deputies in the second reading also debated the draft law “On Amending the RA Code on Administrative Infringements.”
At the sitting of the NA Standing Committee on Economic Affairs moderated by Vardan Ayvazyan the bill “On Amending the RA Law on Value Added Tax,” which presented the author of the draft law Mikayel Melkumyan was debated.
The Committee also debated the bill “On Amending the RA Customs Code” submitted by the RA Government, which the Deputy Chairman of the State Revenues Committee adjunct to RA Government Vakhtang Mirumyan submitted to the Committee.
The NA deputy Martin Sargsyan submitted the bill “On Amending the RA Law on Value Added Tax” authored by him.
All the debated bills were endorsed for including them in the agendas of the session and the upcoming four-day sittings.
The Committee endorsed the bill “On Amending the RA Land Code” submitted in the second reading and the bill on Creating an Ad-Hoc Inquiry Committee of the National Assembly of the Republic of Armenia on privatizing the Nairit factory CJSC, assumed credit obligations and the Reasons of Non-Fulfillment of Economic Activity with Necessary Volume for including them in the agenda of the session.
The bill “On Amending the RA Law on the Payments of Ecology and Use of Nature” authored by the NA deputy Hrant Bagrtyan was not endorsed.
