National Assembly Begins the Next Four-Day Sittings

On March 18 the National Assembly began the next four-day sittings with 56 items and 15 international treaties on the agenda.

By the proposal of the President of the National Assembly Hovik Abrahamyan the deputies first approved the decisions on the amendments and postponements proposed on the agenda of the spring session, then also the agenda of the March 18-21 four-day sittings.

Before starting the debates the parliament by voting passed several bills and agreements debated in the four-day sittings on the previous day.

During the first hour the deputies touched upon a number of draft laws presented for passing in the second reading.

The Deputy Defense Minister Ara Nazaryan proposed the parliament to amend first the laws “On Approving the Statute of the Garrison and Guard Services of the RA Armed Forces”, then also “On Approving the Statute of the Internal Service of the RA Armed Forces”.

The Minister of Economy Tigran Davtyan presented the initiative of the Government “On Amending the Law on Insurance and Insurance Activity”.

The Deputy Chairman of the NA Standing Committee on Economic Affairs Mikael Melkumyan presented the endorsement of the Committee.

While exchanging thoughts deputies Mikael Melkumyan, Gurgen Arsenyan, Hovhannes Margaryan and the NA Vice President Hermine Naghdalyan expressed their views.

In his final speech the RA Minister of Economy Tigran Davtyan noted that the working group would work out and before the debate of the draft law in the second reading would submit an admissible version of the bill.

Then Tigran Davtyan presented for the debate of the parliament the draft law “On Amending the RA Law on Standardization” with enclosed legislative package.

The National Assembly also debated the report of the RA Central Electoral Commission (CEC) “On the Organization and Holding Elections of May 6, 2012 of the National Assembly of the Republic of Armenia, the Violations of the Electoral Code and the Legislative Amendments”.

NA deputies Nikol Pashinyan, Artsvik Minasyan, Rubik Hakobyan, Aram Manukyan gave different comments in accordance with the Rules of Procedure and proposed to give an opportunity also to deputies for expressing their position.

The NA President has assured that he does not avoid such procedure of the debate of the issue, and deemed right to begin the debate with the version proposed by him, then after jointly debating it and specifying the claim in accordance with the Rules of Procedure, especially, paying attention to the fact that they won’t end debating the issue, and they will continue debating on next day.

The CEC Chairman Tigran Mukuchyan presented in detail the report.

Tigran Mukuchyan also answered the NA deputies’ questions.

At March 19 sitting of the National Assembly the debate of the report will continue.
