National Assembly Approves the Government Programme: NA President Gives Extraordinary Speech

On June 21 the RA National Assembly continued the debate of the Government programme.

The deputies continued to express views on the five-year programme presented by the executive body.

The RPA faction deputy Hakob Hakobyan drew his colleagues’ attention to the directions of fighting against poverty designed by the Government programme. Another deputy of the faction, Shirak Torosyan evaluated the Government programme from the aspect of regional integration, deeming positive intention the provision reflected in the programme concerning the Javakhk Armenian problems. Khosrov Harutyunyan noticed that the Government programme was a political document, declaration and the main outline of the five-year policy. Gagik Minasyan said that the RPA had discussed the pre-electoral programme, which was reflected in the Government programme, in the meetings with different layers of the society. The deputy of the Rule of Law party Mher Shahgeldyan underlined that the pre-electoral main provisions of his party were also reflected in the Government programme.

The deputies of the opposition Armenian National Congress (ANC) faction gave negative assessments to the programme under debate. Lyudmila Sargsyan particularly talked about the inadmissible policy being implemented in the spheres of mining and ecology. In his speech Levon Zurabyan raised the issue of confiding in the Government, noting that the structure of the Government had almost not been changed, and we should evaluate the activity of this Government, observing the work of the previous four years. Aram Manukyan touched upon the problem of the emigration, substantiating its threats with figures, and the emigration of the 90s he conditioned by earthquake and war.

Minister of Territorial Administration, Deputy Prime Minister, Armen Gevorgyan in his extraordinary speech talked about the adequate development of the territories and the steps taken in this direction.

The member of the Rule of Law party Hovhannes Margaryan highly appreciated the provisions of the programme of the upcoming five-year activity of the Government.

In his speech the member of the PAP faction Gurgen Arsenyan touched upon the emigration and its reasons, the demographic problems and the fall of child birth.

In the opinion of the member of the ANC faction Gagik Jhangiryan, the systems of the public protection, army building, national security, as well as justice were ignored in the Government programme.

The RPA faction member Hayk Babukhanyan said he would vote for the Government programme, as it envisaged doubling of minimum salary, steps directed to the improvement of people’s way of living.

The RPA faction member Artashes Geghamyan deemed surprising the criticism of some opposition deputies aimed at the assessment of the risks of the fulfillment of the programme.

The RPA faction member Vardan Ayvazyan especially emphasized the Government programme with the aspect of the improvement of the business environment.

The member of the ARF faction Artsvik Minasyan mentioned the positive points in the Government programme and noticed that it was not complete, and there were distinct terms of implementation of the projects.

In the opinion of the ARF faction member Armen Babayan, the citizens implementing economic activity will not receive the answers of the questions concerning them.

RA Minister of Education and Science Armen Ashotyan delivered an extraordinary speech.

The parliamentary political forces presented views after the deputies’ speeches on the Government programme.

Armen Rustamyan presented the view of the ARF faction, saying that the document did not correspond with the existing realities in Armenia and challenges facing the country and the society.

Introducing the view of the Heritage faction Rubik Hakobyan said that they would vote against the Government programme, it was not adequate to the reality.

In the word of Heghine Bisharyan, head of the Rule of Law party, the perspectives of the multilateral development of the upcoming 5 years of the country is conditioned by the fulfillment of the Government programme.

Hrant Bagratyan introduced the view of the ANC faction, opining that the presented programme would not intend to become a guide of the country during the upcoming years, so he called on to vote against it.

Naira Zohrabyan, secretary of the Prosperous Armenia Party (PAP) faction, summed up the position of their faction on the issue under debate and said that they would vote against the presented programme.

Galust Sahayna, head of the RPA faction noted that they would vote for the programme, enabling the Government to solve the problems facing the people.

Hovik Abrahamyan, President of the National Assembly, gave extraordinary speech. He highlighted the debates first of all that it was the first full working sitting of the parliament, where comprehensive dispute was going on. The NA President noticed that it had already been distinct for him that the works of the National Assembly would be effective, as a good parliament had been shaped. According to him, numerous approaches, words of satisfaction, sharp criticism, expecting positions and direct accusation have been, however in reality, the debate was stemming from the concern on the approaches of Armenia’s development. The NA President reminded that days before he had promised from this tribune that still there would many occasions to be convinced in the falseness of some former understandings and again recalling that their fears would be the other’s fears.

“The debate of the Government programme was just about that: it is not obligatory that the representatives of the opposition will say everything and do, only to be against the power, and on the contrary, it’s not obligatory that what the representatives of the power say always be inadmissible. This was a political dispute, clash of approaches on the election of the future road, and we are here just for that and those who voted for us have sent us to the parliament. I consider that the beginning of our works promises an effective future, and it sincerely rejoices me,” the NA President said.

According to Hovik Abrahamyan, the Government in reality has introduced a realistic and inclusive document, which has already enjoyed the protection of hundreds of thousands of citizens, as it is directly on the basis of pre-electoral programmes of the Republican Party and Rule of Law party. According to Mr Abrahamyan, the Government programme is a document made up of realization of the necessity of changes in the country, as the President of the Republic notes: “The changes should reach everywhere and they should not be late.”

“The programme really gives opportunity of fulfilling this political thesis. It’s other thing that with this same programme slowing down or stagnation is also possible. Yes, it is possible, I don’t exclude. However, all control mechanisms, which today we have, are just for it,” the Head of the Parliament said.

The NA President added that there were all opportunities envisaged by law both supporting the Government for the implementation of its programme, and demanding to strictly assume its obligations. To his assessment, the document under debate is not merely a Government Activity programme, but it’s a programme, by which the social-economic development of our country should be directed.

Hovik Abrahamyan also highlighted the idea sounded by his counterparts that on the basis of the Government programme under debate we should elaborate the provision of concrete substructures guaranteeing every strategic goal with thorough economic substantiations, tools of realization, institutes, phase indices. Those substructures should be elaborated with immediate participation of relevant committees of the National Assembly.

The President of the National Assembly deemed right the Prime Minister’s position that before submitting the programme to the parliament he had proposed all political forces to cooperate, get acquainted with the programme and presented proposals. According to his assessment, everybody’s goal to see the country prospered, have sustainable economy and development.

The NA President noted that nobody denied the mistakes made, but they should be rectified with consistent and joint work. To his conviction, we should join to the reasonable, constructive proposals, if the goal is the development of the country and provision of sustainable economic growth. The Head of the parliament ensured in the name of the Republican Party, faction and coalition that they would support the reasonable proposals of the government and protect the Government from any people-pleasing demagogy.

In Hovik Abrahamyan’s opinion, the National Assembly can enjoy the document under debate, realizing that this is only the very beginning which supposes everyday active work of all branches of power for moving forward.
