On May 3 the NA Speaker Samvel Nikoyan met with the members of the Young Voter Centre of the “Sacred Land” Charitable NGO, who were mainly students of different higher educational institutions of Gyumri.
During the free talk the NA Speaker presented to the students the peculiarities of the parliamentary activity, the mechanisms regulating the RA President-National Assembly-Government relationship, the Institute of public hearings in the NA, the provisions of the Electoral Code. Mr Nikoyan touched upon the upcoming parliamentary elections, the pre-election campaign, and the proportional and majoritarian electoral systems. According to the NA Speaker, it’s necessary to keep the majoritarian electoral system, which gives opportunity the deputy to present the problems of the region in the parliament.
Those present were interested in the most different issues: beginning from the election order of leading bodies of the parliament up to the youth employment and the problems of deploying the state structures outside Yerevan, in the marzes. In connection with the latter, the NA Speaker has noted that in the whole world all the state bodies are in the capital. Nevertheless, Mr Nikoyan has said that the Government implements works on that issue, envisaging the deployment of some state bodies in the marzes.
In response to the question of the young man, who has arrived from Gyumri, if in case of delivering election bribe during the campaign, punishment is defined by law, the Head of the parliament said: “By the RA law the person who gives election bribe and the one who takes it are subjected to responsibility. The election bribe does not give honour to our nation, and we should fight against it.”
The NA Speaker called on the young voters to be optimist and look at the future with confidence.
