Next Meeting of the Monitoring Group Adjunct to the Speaker of the National Assembly Held

On April 25 the next meeting of the Monitoring Group Adjunct to the Speaker of the National Assembly was held, where representatives of the political forces involved in the election fighting, NGOs and international organizations. The agenda of the meeting had been shaped from the interpellations received from the NGOs and parties.

In particular, in case of the voter’s move from one place to another, the non-united manifestations of using the order of giving the certificate were discussed. It was decided that the NA Speaker Samvel Nikoyan would apply to the relevant sub-division of the RA Police in established order for getting clarifications and taking measures, to function the order in all the communities in similar way, according to the law.

The members of the Monitoring Group were concerned about the issue why the order of taking from the registration the citizens being absent from the republic for more than 6 months was not used. Indicating the paragraph 2 of the Article 7 of the RA Law “On State Register of the Population” the NA Speaker has said that the citizen of Armenia leaving for living outside the RA territory for more than six months or living for more than six months, is obliged to notify about that in written form to the RA relevant Consular Service or diplomatic representation, which officially informs to the Central Register Body about that.

It was recorded that the problem touched upon in the press, was also distinctly regulated by the law, as if some schools had been drawn in the pre-electoral processes. According to the paragraph 8 of the Article 4 of the RA Law “On General Education,” it is banned to implement political activity or campaign in the educational institutions. Mr Nikoyan expressed readiness to apply to the RA Education and Science Minister for fully excluding the violations of the mentioned demand of the law.

The political forces raised an issue that some forces would make taking photo by mobile the voting paper as an evidence of giving the promised vote. The representatives of the international organizations have said that video clips are already shown by TV companies, where the voters are warned about being criminally punished of such action. The NA Speaker has ensured there is an agreement that on the eve of the elections the Chairman of the Central Election Commission and the Head of RA Police will also announce about that on TV.

The issue of the oxidizing stamps was also examined. Some of them have expressed fear that they oxidize not after 12 hours, but after 3-4 hours, which, as if will give opportunity to take part in voting several times. Those present have recorded that the anxiety is groundless, as in that case thousands of voters can witness the oxidization ahead of time. Nevertheless, Mr Nikoyan expressed readiness to apply to the CEC Chairman for getting clarification, and also organize experiment in the working group, if necessary.

The representatives of the social sector alarmed that persons walk around without presenting themselves in the buildings of the capital, calling on the citizens to definitely take part in the upcoming elections. The NA Speaker once again urged the participants to raise targeted questions, present concrete facts. Nevertheless, Mr Nikoyan has ensured that he will draw this problem to the attention of the RA Police.

The Monitoring Group also touched upon other issues. An agreement was reached that the participants would record the arising problems and present beforehand in order to more deeply discuss the issues being included in the agenda.
