Next Meeting of the Monitoring Group Adjunct to the NA Speaker Held

On April 13 at the next, third sitting of the Monitoring Group adjunct to the NA Speaker with the participation of the representatives of the parties, NGOs and international structures. In the previous meeting by the NA Speaker’s proposal, according to the approved agenda, the Deputy Head of the RA police Artur Osikyan and Head of the Passport and Visa Department Hovhannes Kocharyan were also invited. The latter presented in detail the works of making the electoral lists and their maximum specification.

One of the most concerning important issues of the Group was the publication of the media on one person having several passports.

The Deputy Head of the Police informed in detail those present the whole process of providing the RA citizen a passport, by which the opportunity of such cases was excluded. Artur Osikyan ensured that the news being circulated in the press and in the society that many citizens have two passports and can carry out double voting, do not correspond to the truth. According to him, the police has the task to touch upon all the reports made in the press. It was noted that by the functioning Electoral Code the electoral lists, which are posted on the website, have become more public, and everybody has possibility to check them for rectifying the existing mistakes. It was noted that hotline has been created in the RA Police Passport and Visa Department, through which 95 alarms have been received until now connected with the mistakes of the electoral lists. Clarifications are given to all the alarms.

NA Speaker Samvel Nikoyan urged the participants of the meeting to present at least one fact of having double passport, which nobody among them had difficulty to mention. The Head of the Parliament and the Deputy Head of the Police called on both in connection with the electoral lists and any disclosed factual violation of passports alarm and support their revelation and elimination.

The participants of the meeting submitted all their concerns. Touching upon the facts of several persons being registered, the Deputy Head of the Police has noted that it is not restricted by law if there is the agreement of the owner of the area. Issues related to the order of participating of the RA citizens residing abroad in the elections, problems connected with their accounting, and availability of the names deceased people in the electoral lists were also sounded. In connection with the latter Mr Osikyan noted that it is conditioned by not informing them in due order to the Accounting Register about the deceased people. Now the police inspectors work in spots for removing them out of the accounting. In this matter the Deputy Head of the Police also highlighted the support of the political forces, NGOs and international organizations. He answered to all the questions, in each case presenting the legislative basis, by which the problem is solved or it is possible to regulate them.
