At the Third-Day of the National Assembly Four-Day Sittings

On February 29 the RA National Assembly continued the work of the four-day sittings.

The deputies by voting refused the package of bills debated in the first reading “On Amending the RA Law ‘NA Rules of Procedure’ the legislative package “On Amending the RA Electoral Code,” “On Amending the RA Law ‘Rules of Procedure of the National Assembly” and “On Amending the RA Law on Constitutional Court.”

On the NA Speaker Samvel Nikoyan’s proposal the deputies welcomed the students and lecturers of Khachatur Abovyan Armenian State Pedagogical University, who were following the sitting of the parliament within the framework of the “Open Lesson” programme of the National Assembly.  

The parliament continued the debate of the package of bills “On Legal Regime of the State of Emergency,” “On Making Amendments to the RA Code on Administrative Infringements,” interrupted on the previous day. The deputies Styopa Safaryan, Lilit Galstyan, Zaruhi Postanjyan, Larisa Alaverdyan expressed their negative attitude on the bills, deeming it anti-constitutional and therefore, inadmissible. They proposed the Government to take back the bill and taking into account the sounded concerns, reform it. Larisa Alaverdyan in her turn proposed to organize parliamentary hearings.

Armen Martirosyan, member of the Heritage faction, presenting the view of the faction, has noted that they are against the initiative of voting.

Artsvik Minasyan presented the position of the ARF Faction on the package of bills.

In concluding speeches the key speaker, RA Justice Minister Hrayr Tovmasyan and the Chairman of the NA Standing Committee on State and Legal Affairs Davit Harutyunyan expressed willingness to debate the sounded interesting proposals.

The National Assembly debated the draft laws concerning the legal sphere. The Justice Deputy Minister Grigor Muradyan presented three items.

Davit Harutyunyan documented the need of regulation of the problem of notice, and considered the solution being proposed incomplete.

The legislative package envisaging amendments to the laws “RA Citizen’s Passport,” “On Identity Cards” and “In RA Electoral Code” is addressed to the realization of the citizens’ electoral right.

The Committee Chairman reminded that stamping seal has been envisaged for excluding the double election.

Anahit Bakhshyan presented for evaluation of the parliament the NA deputies’ initiative “On Amending the Law on Value Added Tax.” The authors propose to exempt from the value added tax the sums being collected for the educational competitions and Olympiads.

Karine Achemyan, member of the NA Standing Committee on Science, Education, Culture, Youth and Sport submitted the committee’s endorsement.

In accordance with the fixed order of the NA Rules of Procedure, at the end of the last hour of Wednesday sitting the deputies addressed questions to the members of the Government.
