Press Conference of the Ad-hoc Committee Members

On December 12 after the closed sitting of the Ad-hoc Inquiry Committee into the Events Occurred on 1-2 March 2008 in Yerevan and Their Reasons Mr Samvel Nikoyan, committee chairman, and the members presented in detail the works of the sitting to the journalists. They passed the information on March 1-2 events provided by the former commander of the police troops, general-lieutenant Mr Grigor Grigoryan. Mr Nikoyan underlined that though the sitting was closed but is was taken on the video and those who wanted could watch the video.

The former commander of the police troops, general-lieutenant Mr Grigor Grigoryan said that apart from two employees of the internal troops three of the deceased died from Cheryomukha 7, 1 – from the blow of the blunt instrument, the others from the injury of the gun. The internal troops used Cheryomukha 7 According to service examination, whether there was a casualty from the gun being under the armament of the troops at the disposal of the internal troops, Mr Grigor Grigoryan answered that the weapons were presented to the pre-examination body, an examination was carried out but still there was no conclusion confirming the casualties. The Committee Chairman Mr Samvel Nikoyan was interested in the mass disorders being organized or chaotic, was there use of the weapons or not. To Mr Grigor Grigoryan’s impression, a grenade was used, the aim of which was to frighten but not kill the military servicemen. The demonstrators also used special means of sound-light influence of Zarya type, grenades, ‘hedgehog’, stones and bottles full of liquid. Mr Nikoyan said that according to Mr Grigor Grigoryan, the police had special means of 10 types, from which 6 were used, meanwhile Mr Grigoryan noticed that special means of 20 types had been, which supposes that the demonstrators also used special means of Zarya type. The former commander of the police troops also said that at the crossroads of Leo and Paronian streets, when Tigran Abgaryan was injured from the demonstrators’ gun bullet, he assigned the sniper of the special detachment to neutralize the demonstrator, who used weapon. Mr Grigoryan sent 4 soldiers but the demonstrator ran away, and his identity had not been found out. General-lieutenant Mr Grigor Grigoryan noted that he had reliable information before March 1 events that the demonstrators were importing special means from Georgia to Armenia for using them against the police, but the information had not been specified with the Georgian authorities due to not being reliable. According to the committee member Mr Artsvik Minasyan, the police actions were situational, not programmed. According to him, one should find out why the police steps were not planned and developed for avoiding such incidents later. It was noted that the former commander of the police troops, general-lieutenant Mr Grigor Grigoryan underlined in his concluding word that he had done what he as general considered right, he defended the interests of the state, and he was sorry that there were victims, and his military friends were not free, what, according to the general, was their choice.
