National Assembly debates legislative initiatives in second reading

At May 21 sitting, the parliament debated legislative initiatives in the second reading.

The RA Deputy Minister of Justice Karen Karapetyan presented the legislative package stipulating amendments to the laws on Public Service, on Notice of Activity Implementation and on State Duty.

It is fixed by the initiative that accrediting governors can be the individual entrepreneurs or commercial organizations.

As the rapporteur informed, proposals were not presented after the first reading.

The MPs also debated the draft law on Making Amendments and Addenda to the law on Audit Chamber and the package of the enclosed legislative drafts.

The purpose of the initiative is to raise the quality of the information being presented to the public and the National Assembly on the legality in the sphere of finances and property and the principles of efficiency, to specify the legal status of the Audit Chamber, the goals and guarantees of the activity, to improve the organization of the activity, to expand and to determine the mandate of the structure.

According to Arusyak Manavazyan, after the first reading 4 proposals were presented, It is designed to give an opportunity to the private sector, to engage the auditors being a member of an International Group and having international recognition working in the Republic of Armenia. The next amendment defines that the function of the Audit Chamber, the legal persons’ supervision will not be spread on tax privileges established for an indefinite number of addressees by the RA law.

It is also established that the Audit Chamber should draw up every year and submit to the Government its budgetary financing application of the coming year, the draft estimate by the order established by the law on RA Budgetary System.
