Document or circumstance confirming the fact on citizen’s perfect notification to be established

Within the framework of organizing and holding of conscription for compulsory military service, exercise gathering and military exercises the ways of perfect notifications being given for appearing at their military registration office, as well as the framework of confirm ing the documents and facts of their receipt by a citizen are regulated by the draft law : T he RA Deputy Minister of Defense Hrachya Sargsyan said at 21 NA regular sitting, presenting for debate in the first reading the draft law on Making Addenda and Amendments to the law on Military Service and Serviceman’s Status .

The Deputy Minister noted that by the law in force it is defined that the citizens receive the notification s on going to the military registration body through documentation or email , but the formats of their perfect handing are not specified.

The Deputy Minister informed that the citizen is notified is carried out by sending the notification to first to his/her official electronic email, accordingly, if there is the citizen’s consent to notify him/her exclusively through the notifications sent by official email. If there is even no electronic certification on reading it, in that case the citizen is perfectly considered notified from the 5th day following its receipt.

Hrachya Sargsyan clarified that in cases of absence of electronic certification to the citizen, the citizen’s notification will be given by hand or ordered letter. In case of refusing to receive in this way the notification is given publicly through the notice by the order established by the decision of the Government. On the 10th after being publicly posted the citizen is considered perfectly notified.

The rapporteur also noted that it is designed by the draft that the military commissariats carry out preparatory process of organizing exercise gathering at least for three-month term preceding the announcement of the exercise gathering.

The Deputy Minister informed that the Government proposed to debate the draft law in urgent regime.

Hrachya Sargsyan answered the deputies’ questions.

The co-rapporteur, the member of the Standing Committee on Defense and Security Vahagn Aleksanyan presented the endorsement of the Committee and called on his colleagues to vote for the draft law.
