Gevorg Papoyan: In 2023, positive changes were registered from viewpoint of membership of EEU

In 2023, positive changes were registered from the viewpoint of the EEU membership. According to the data of the Statistical Committee, in 2023, the trade turnover with the EEU member countries in Armenia amounted to 7 billion 616 million USD, which increased by about 43% compared to the previous year. In 2023, exports from Armenia to the EEU member countries amounted to 3 billion 609 million USD, which increased by approximately 41% compared to 2022. The RA Minister of Economy Gevorg Papoyan said this at the extraordinary sitting of the Standing Committee on Regional and Eurasian Integration on March 25.

The report on the implementation process and the results of the RA Government programme (2021-2026) for 2023 was debated.

According to the Minister of Economy, in 2023, the RA’s trade turnover with Russia amounted to 7 billion 306 million USD, increasing by 43%.

Trade turnover with the Republic of Belarus amounted to 182 million USD, decreasing by about 3% compared to the previous year.

According to Gevorg Papoyan, the RA’s trade turnover with Kazakhstan is small, but there is a positive tendency: In particular, in 2023 it increased 2.4 times. The RA’s trade turnover with Kyrgyzstan is also small: 27.8 million USD, which has increased 4.2 times compared to the previous year.

In January-September of 2023, the volume of net flows of foreign investments in the real sector of the RA economy was about 278 million USD. During the same period, the foreign direct investments amounted to about 360 million USD, of which the volume of net flows from the EEU countries was 58 million USD.

In 2023, 473 million USD were charged to the EEU general budget in favor of the RA, 181 million USD was received.

In 2023, a significant increase was recorded in terms of the tourist visits from the EEU countries to Armenia, amounting to about 2 million 316 thousand people, which increased by about 39% compared to the previous year. In particular, the number of the Russian tourists was more than 1 million 153 thousand people. The number of the tourists from Belarus to Armenia was approximately 18 thousand.

Gevorg Papoyan presented the measures implemented in 2023, underscoring that Armenia maintains and continues active involvement in the ongoing processes the in EEU.

The RA Minister of Finance Vahe Hovhannisyan informed that the Ministry is actively working with a number of international organizations. It was noted that 92 million euros and 50 million euros of budgetary support were allocated to Armenia by the World Bank and the Organization of the Petroleum Exporting Countries (OPEC) International Development Fund: Work is currently underway to complete the second project. According to Vahe Hovhannisyan, Armenia was included among the beneficiaries of the global preferential financing instrument managed by the World Bank, within the framework of which, they will receive a grant of 16 million USD to provide support to our compatriots forcibly displaced from Nagorno-Karabakh. Investment and credit agreements were also signed.

The RA Deputy Minister of Foreign Affairs Mnatsakan Safaryan informed that since January 1, the Republic of Armenia took over the EEU presidency. He noted that in January, the RA Prime Minister Nikol Pashinyan addressed the leaders of the EEU member states, pointing out the priorities of the RA presidency.

The rapporteurs answered the MP’s questions, referring to the cooperation with the EEU member states.

The Deputy Chair of the Standing Committee on Regional and Eurasian Integration Vagharshak Hakobyan mentioned that the Committee took note of the report on the process and the results of the implementation of the RA Government programme (2021-2026) for 2023.
