Committee on Health Care debates in second reading a number of legislative initiatives

On March 22, the Standing Committee on Health Care convened an extraordinary sitting. Narek Zeynalyan moderated it.

A number of legislative initiatives authored by the Government were debated in the second reading.

It is proposed to introduce an individual licensing system of medical professionals in our country by the package of draft laws on Making Amendments and Addenda to the law on Medical Aid and Service to Population and the enclosed presented ones, which will promote the increase of quality of medical aid in Armenia.

According to the RA Minister of Health Anahit Avanesyan, the amendments made in the package from the first to the second reading are the result of the working debates held jointly with the Committee.

“Besides some editorial amendments, changes were also made in the content. Taking into consideration the fact of the medical professionals’ register operation and the introduction of the Individual Licensing Institute, the functions of the National Certification Centre for Activity Professionals were reviewed.

“The senior, average medical professionals, the clinical residents: the junior medical professionals were not included,” the rapporteur informed.

The authorizing norms related to implementing expertise activity will be regulated with the circulation of advertisement, drugs by the package of draft laws on making Addenda and Amendments to the law on Drugs and the enclosed ones.

According to the RA Minister of Health Anahit Avanesyan, after the first reading proposals and remarks were made. “They were debated in a working order, and completely implemented,” the rapporteur noted and made a proposal to debate the mechanisms of the implementation of only one provision later. The provision refers to the permission of the Ministry of Emergency Situations to import non-registered drugs.

Emphasizing the abovementioned function for the Ministry, Narek Zeynalyan noted: “In emergency situation there can be such circumstances that there will be need for certain drugs in the state. For example, during the Covid we had such problem, and this an important provision.”

The Committee Chair reminded that it was his proposal to permit the import of such drugs, the need of which is conditioned by the given emergency situation.

In response, Anahit Avanesyan mentioned that the methodology and the proposal of the need assessment were realized by the initiative. The Ministry of Health will evaluate the necessity of the drug import conditioned by every emergency situation.

An agreement was reached to revise legislative initiative on the debated issue.

The RA Deputy Minister of Health Armen Gasparyan presented the draft law on Making Amendments and Addenda to the law on Transplanting Human Organs and (or) Tissues.

Narek Zeynalyan proposed the participants to give power to the Government to establish the order of preserving and transportation of organs. The proposal was accepted.

The Committee approved the debated initiatives in the second reading.
