Gevorg Papoyan: NA deputies and experts should have proper readiness in budget making and oversight process

The workshop reflects the political views for which our political force gained trust. It is important that the deputies carry out proper oversight towards budget. The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan said about this during the visiting workshop on the theme The RA State Budget Execution for 2022, stressing the project, gender-sensitive and Sustainable Development Goals (SDGs) budgeting issues. The workshop took place in Dilijan, on May 19-21.

“The aim of the workshop is to present the RA State Budget Execution for 2022, stressing the project, gender-sensitive and SDGs budgeting issues, get acquainted with the budget execution for 2022, the analytical approaches and tools of non-financial results’ assessment, exchange views and experience, expand the knowledge on project, gender-sensitive and SDGs budgeting and appropriate toolsets,” the UNDP Modern Parliament for a Modern Armenia (MAP) Project Coordinator Ruzanna Hayrapetyan said.

During the workshop the Head of the 2nd Component of the USAID Public Finance Management Program Melik Gasparyan presented the report Strategic Planning Framework and Budgetary Process. He highly appreciated the action strategic planning on the inner-state and international platforms.

“At the level of the government the strategic planning is a process which is aimed at the formation of the certain time horizon vision, the definition of goals and targets and the outline of actions aimed at providing those goals. Strategic planning mid-term (3-5 years) or long-term (5 and more years) is usually observed,” Melik Gasparyan said. According to him, in the developing countries the strategic planning has a number of advantages. They are: directing of the Government actions in the mid-term and long-term sector, providing of appropriate impulses to the private sector, giving opportunities to the participation of the society in policy making and in the course of time the expansion of the appropriate process framework and the improvement of the practices.

At the workshop, the participants also spoke about the program budgeting, Sustainable Development Goals (SDGs) budgeting, the execution of separate sectoral budget programs and gender-sensitive budgeting: the theory, practice and peculiarities.

The Chair of the NA Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan thanked the UNDP, as well as the USAID experts for expertise expert advice. The Committee Chair noted that the workshop is designed for the NA deputies and experts in order to develop their capacities for raising the oversight of the budgetary process.

“We pay much attention to the budget execution indices, understand them, the process of deepening in the results, performance indices, participatory, gender-sensitive budgeting, the work with the Audit Chamber and the improvement of the study works of its conclusions, as one of the NA most important functions is the oversight function,” the Committee Chair mentioned. According to him, that is the policy, by which the country will move in that and following years. “If we want the parliament to have impact on the policy development and be able to control the process, then the deputies and the Committee experts should have those capacities and properly represent the National Assembly in the process of the execution and the new budget making,” Gevorg Papoyan said. He highly and effectively assessed the workshop.
