Process of Communities’ Medium-Term Expenditure Framework to be Regulated by Law

As a result of unification of communities, a need arose that the communities also will have medium-term expenditure frameworks, plan the incomes and expenditure of the upcoming 3 years. The RA Minister of Territorial Administration and Infrastructure Gnel Sanosyan voiced about this.

Stemming from the abovementioned, the Government proposes to regulate the process of making up the Medium-Term Expenditure Framework of the communities. It will create an opportunity to manage the financial resources of the community in the medium-term sector.

The package proposes that the Head of the community will present the Medium-Term Expenditure Framework for the approval of the elders of the community until October 10 of the current year, designing the incomes and the expenditures, including the subvention and other programmes, publish them on the official website and submit to the Governor of Marz.

“In parallel with the legislative package the methodological instructions of making up the draft of 2023-2025 Medium-Term Expenditure Framework of the community are now revised,” the Minister informed.

According to the rapporteur, during the debates on the initiative the deputies presented proposals, and on their basis during the period from the first to the second reading technical changes will be carried out.

The initiative was debated and endorsed at the Standing (Head) Committee on Territorial Administration, Local Self-Government, Agricultural and Environment: the deputy Lilit Kirakosyan voiced about this.

The amendments to the laws on the RA Budget System, on Local Self-Government and on Local Self-Government in the City of Yerevan authored by the Government were debated in the first reading at the NA convened regular sitting on May 24.

The parliament also debated in the first reading the bill on Making Addendum to the RA Code on Lithosphere.

According to the RA Deputy Minister of Environment Gayane Gabrielyan, it is proposed to create a legal basis to authorize the state government body of the environment sphere related to the lithosphere use to approve the guidelines of using the provisions connected with the assessment of the impact on the environment and it.
