Executive Body Proposes Amendments to Law on State Non-Commercial Organizations

At November 30 sitting of the NA Standing Committee on State and Legal Affairs, the draft law on Amending the Law on State Non Commercial Organizations (SNCO) initiated by the Government was debated. The RA Deputy Minister of Environment Gayane Gabrielyan presented it.

According to the law, the RA capable adult citizen can be appointed in the post of the executive body, who has higher education and at least three-year professional work experience of the relevant sphere, if other thing is not designed by law.

At least four-year or three-year work experience for the Secretary General or Head of Department and Head of Division is designed for public service. It has been noted that in the state service system the posts are compatible with the posts of the SNCO Directors. In those posts the persons with relevant skills, who are allowed by law on Civil Service to hold posts of head of public service can be appointed.

According to Gayane Gabrielyan, the proposing amendments will give an opportunity to the persons with public service or professional work experience also to take part in the election (appointment) of the executive bodies.

The MPs touched upon the expediency of replenishing the system with the resources to facilitate the requiring standards and having less experience for the SNCO Director and the necessity of involving qualified specialists in the sphere.

The initiative was endorsed by the Committee.

The debate of the legislative package on Making Addenda to the RA Administrative Procedure Code, on Making Addendum to the law on Banking Secrecy and designing addendum to the enclosed laws authored by the Government was postponed up to two months.
