“The field for regulating the spheres of education and science needed modernization long ago: the laws in force had been passed 15-20 years ago,” the Minister of Education, Science, Culture and Sport Vahram Dumanyan noted, submitting to the parliament the draft law on Higher Education and Science with adjacent draft laws. According to the Minister, it is designed to comply the post-graduate programmes with all-European standards, giving third degree of qualification in the higher education system, granting PhD after graduating from the University.
The higher education can be implemented with the student's full or partial loading, including through distant education. The students could regulate the education intensiveness conditioned by their abilities, engagement and financial possibilities.
The examination on Armenian Language will be mandatory for the RA citizens while entering a higher education with any educational progranne of bachelor's degree.
The composition of the Management Council of the higher educational institutions will comprise of nine members. The membership of the persons with state and political post will be banned.
Yerevan State University (YSU) will have a special status: the Government will define the peculiarities. Some MPs assessed discriminative the provision on the YSU status, considering inadmissible such special attitude towards one higher educational institution, even with 100 years of history.
