Work of NA Regular Sittings Continued

On April 22, the RA National Assembly continued the work of the regular sittings that had begun on April 16.

The parliament by voting passed the bills debated on the previous sittings.

By the RA NA decision the debate of some bills in the second reading will be held within 25=4 hours after adopting them in the first reading.

Afterwards the parliament in the second reading debated the legislative package on Amendments and Addenda to the RA Law on State Support of the Information Technologies Sphere. The RA Minister of Transport, Communication and Information Technologies Hakob Arshakyan informed that after being passed in the first reading the package had been worked out, and some provisions had been removed.

The member of the RA NA Standing Committee on Economic Affairs Gevorg Papoyan presented the endorsement.

The Deputy Chair of the RA Labor and Social Affairs Gemafin Gasparyan presented in the first reading the draft law on the Making Amendments and Addenda to the RA Law on Identification and Support Subjected to Human Trafficking and Operation.

The deputy Ani Samsonyan presented the endorsement of the RA NA Standing Committee on Protection of Human Rights and Public Affairs.

The package of the draft laws on Amendments and Addenda to the RA Law on Automobile Roads, on Amending the RA Law on State Duty and on Amending the RA Code on Administrative Infringements.

The RA Deputy Minister of Transport, Communication and Information Technologies Bagrat Badalyan informed details on the draft law on Automobile Roads.

The member of the RA NA Standing Committee on Economic Affairs Gevorg Papoyan presented the endorsement of the Committee.

Afterwards the Agreement on Economic and Trade Cooperation on one hand between the Eurasian Economic Union and the People’s Republic of China on the other hand, which was signed in Astana on 17 May 2018 was debated.

The RA Deputy Minister of Economic Development and Investments Albert Babayan gave details on the Agreement.

Mikayel Melkumyan presented the endorsement of the RA NA Standing Committee on Regional and Eurasian Integration.

Afterwards the deputies debated the Agreement on Holidays and Work Programme between the Government of the Republic of Armenia and the Government of the Argentine Republic presented by the RA Deputy Minister on Foreign Affairs Grigor Hovhannisyan.

The Chair of the RA NA Standing Committee on Foreign Relations Ruben Rubinyan has noted that the Committee presented the endorsement.

The legislators debated the draft law on Making Amendments and Addenda to the RA Law on Bowels and the enclosed package in the second reading completely passing it.

The draft law on Support of the Persons Who Suffered during Events Occurred in the City of Yerevan from March 1-2, 2008 authored by Lena Nazaryan and Alen Simonyan was debated in the first reading.

The draft was endorsed at the NA Standing Committee on State and Legal Affairs: the Committee member Sisak Gabrielyan informed the parliament about that.

The RA Minister of Justice Artak Zeynalyan informed the MPs that the executive body presented the endorsement.

The MPs Nikolay Baghdasaryan, Gayane Abrahamyan and Mane Tandilyan voiced their viewpoints.

In his extraordinary speech the RA NA Speaker Ararat Mirzoyan considered symbolic the debate of the draft law on this very day, as this day a year ago the person in the post of the RA Head was threatening the RA citizens, saying: “You have not learnt lessons from March 1.”

Recalling the March 1 events and certain episodes concerning them Ararat Mirzoyan underlined that ten years required for overcoming the blow that was hit that day in 2008 to the RA citizens and the RA statehood.

“I would like that we, as legislators, unanimously record that such thing will never ever happen in the Republic of Armenia,” the Head of the parliament said.

In their final speeches Sisak Gabrielyan and Lena Nazaryan touched upon the deputies’ voiced some concerns.

The Chairman of the Television and Radio Commission (TRC) Tigran Hakobyan presented to the parliament the report on the activity of the Committee for 2018.

Tigran Hakobyan answered the deputies’ questions which related to the problems of the sphere and the representatives of national minorities.

During the sitting the Chairman of the NA Accounting Committtee Vahagn Hovakimyan informed that the parliament approved Gegham Gevorgyan’s candidacy with 95 for and 26 against by secret ballot in the post of the Chairman of the RA State Committee for the Protection of Economic Competition.

The parliament will continue debating the report on the TRC annual activity at April 23 sitting.
