The RA NA Speaker Artur Baghdasaryan sent a congratulatory message on the occasion of Constitution 
day, which reads:
“Dear compatriots
After a short time of the re-establishment of the independence of the Republic of Armenia, we had our Constitution, as a Basic Law providing the vital activity of the country, in compliance with which all other laws of the country are created and act. By celebrating the Constitution day of the RA already the 9th time we are assuring that the Basic Law of our country was the document, which gave the opportunity of finding solutions in difficult times of the state and people. At the same time the passed 9 years proved that nothing is created at once and perfect. Life proposed new problems, as a result of which the necessity of the addendum of the constitutional amendments arose. Soon the RA National Assembly will propose the new version of the constitutional amendments to the public consideration, the goal of which is to promote the choice of right and practical way of the state government. The laws were and are our guides on our difficult way of self-establishment among the peoples of the world. The legislative activity of the National Assembly is the cornerstone on which the realization of democracy and civil society is based.
Congratulations to all the citizens of the independent Armenia on the occasion of Constitution Day.”
