On January 27, the President of the RA National Assembly Ara Babloyan took part in the Scientific Practical Forum with the heading Investment of Integrated Social Service System, Achievements and Problems which initiated the Ministry of Labor and Social Affairs.
Welcoming the participants the President of the parliament in his word has noted that among the reforms being implemented in Armenia the reforms of the social protection system are very important.
Ara Babloyan highlighted the investment of the integrated social service system, and its goal is to make them more accessible and targeted in the country.
“The man is at the centre of the social strategy of the state, therefore, both the target and the addressee of any reform is the citizen. This means that the steps being taken should be deliberated and distinct, especially when they refer to extremely sensitive social sphere,” the Head of the parliament underlined.
According to the RA President, the goal of the integrated social service system is to reveal the problems of the given family, recognize, evaluate the needs and propose adequate social services. It means to help the very citizen who is in reality the needy one, and render services, according to the person’s evaluated needs.
Emphasizing the social worker’s role, the RA NA President has noted that gradually the way of thinking is more enrooted among people that the social worker is not the one delivering material help. He is called to comprehensively study the needs of the family, listen to the people and organize a process of taking out the family out of the hard situation.

The RA Minister of Labor and Social Affairs Artem Asatryan has underlined how important is the reform which in coordinated way is directed to the rise of the citizen’s life quality. According to him, there will be one place, one window where the citizen will get the answers of all social problems. The Minister also highlighted the investment of one united database, noting that it is one of the most important components of the process.
