On November 29, the parliament continued the work of the extraordinary sitting and the debate of the draft law on Parties. The Heads of the NA ANC (Levon Zurabyan) and RPA Factions (Vahram Baghdasaryan) expressed their viewpoints on the document.

The RA Minister of Justice Arpine Hovhannisyan in her final speech touched upon the deputies’ concerns. The Minister urged the MPs to submit recommendations in terms of the financing of the parties, the facilitation of the parties’ dissolution process, the holding of the congress and other issues.

Afterwards the parliament in the first reading passed the draft law on Parties, as well as on Human Rights Defender and the enclosed legislative package.

The draft law Rules of Procedure of the National Assembly authored by the NA deputies Vahram Baghdasaryan, Hovhannes Sahakyan and Armen Rustamyan was debated in the first reading procedure.

The key speaker presented the provisions of the draft law, the order of the convocation of the regular sessions.

The Member of the NA Standing Committee on State and Legal Affairs Vahram Mkrtchyan submitted the endorsement of the Committee.

Submitting the viewpint of the government, the RA Minister of Justice has noted that during the period from the first to the second reading all concerns will become a matter of debate and the government will submit its position on the final revised version.

The NA deputies Levon Dokholyan, Hrant Bagratyan, Vardan Ayvazyan, Tigran Urikhanyan, Tevan Poghosyan, Gagik Jhangiryan, Naira Zohrabyan, Khosrov Harutyunyan, Artak Zakaryan and Rubik Hakobyan expressed their viewpoints on the document.

The RA NA Deputy Speaker Eduard Sharmazanov delivered an extraordinary speech, highlighting the document in the context of the parliamentary and political culture of our country. The NA Deputy Speaker emphasized the fact that there is a positive attitude by the political forces over the main issues.

Thanking the participants for the concerned debates, the NA Deputy Speaker expressed conviction that the NA Standing Committee on State and Legal Affairs led by Hovhannes Sahakyan will continue the effective work and will debate all recommendations.

The representatives of the NA Factions (ANC – Gagik Jhangiryan, PAP – Naira Zohrabyan, RPA – Vahram Baghdasaryan) expressed viewpoints on the issue.

In his final speech Hovhannes Sahakyan talked about the deputies’ interpellations and gave clarifications.

The parliament by Hovhannes Sahakyan’s presentation, in the first reading debated the draft law on  Activity Guarantees of the RA National Assembly Deputy authored by Vahram Baghdasaryan, Hovhannes Sahakyan and Armen Rustamyan.

The parliament will continue the work of the extraordinary sitting on November 30.
