On November 4-6 the Delegation of the RA National Assembly Standing Committee on Defense, National Security and Internal Affairs led by the Committee Chair Koryun Nahapetyan had been to Nagorno Karabakh Republic on a three-day working visit.

The Delegation of the Committee accompanied by the Chair of the NKR National Assembly Standing Committee on Defense, Security and Legality and the Secretary of the NKR Security Council Vitaly Balasanyan visited the military units and fighting positions deployed in the north-eastern and southern direction of Arsakh.

The members of the Delegation got familiarized with the refurbishment of the fighting positions, the technical rearmament and fortifications works, talked with the military servicemen and the commanders on the army readiness, the implementation of the combat duty, the staff security, social security and other issues.

Within the framework of the visit in Martakert the Delegation of the Committee together with the Director of the NKR Emergency Situations State Service, the Head of the Administration and the heads of Martakert, Mataghis, Talish and Nerkin Horatagh communities took part in the consultation held on civil protection of population.

The revision of the spherical strategy in the conditions of the new realities, the involvement of the additional means, the investment of the effective mechanisms in the sphere of civil protection, the awareness of population, the rise of the cooperation level of the government bodies and communities’ heads.

On November 5, the President of the Artsakh Republic Bako Sahakyan received the Delegation of the Committee. The Committee Chairman Koryun Nahapetyan presented the results of the observations done by the Delegation, noting about the large scale engineering-fortification works, talked about the strategic and conceptual approaches of the servicemen’s and people’s security, the strengthening of the protective abilities and in that issue the extension of parliamentary cooperation of two states.

The President of the Artsakh Republic expressed satisfaction with the joint work of the parliamentary Committees, and the comprehensive observations made by them, highlighted such cooperation and highly assessed the readiness by the Committees in consistently and rapidly responding the problems and their practical steps.

On November 6, the prior directions of Artsakh defense were thoroughly debated with the Commander of the Defense Army Levon Mnatsakanyan.

The deputies shared with their impressions from the frontline, raised the issues concerning the management of the military circle, the compilation of the army, the use of the recruit resources, the obtaining of the new means of armament and military technique and implementation of the engineering works and other issues.

On the same day at the joint sitting of the RA National Assembly Standing Committee on Defense, National Security and Internal Affairs and the NKR National Assembly Standing Committee on Defense, Security and Legality summed up the results of the works implemented within the framework of the visit programme and debated the further works to be done by the Committees. The active cooperation between the two Committees was once again emphasized, as well as the necessity of organizing joint debates in a number of directions.

The members of the RA National Assembly Standing Committee on Defense, National Security and Internal Affairs visited Stepanakert Memorial Complex, laid flowers there and paid tribute to the memory of the killed and lost freedom fighters for the independence of Artsakh.
