Parliament Continues Work of the RA NA Extraordinary Session

On June 16, the RA National Assembly continued the work of the extraordinary session and in the first reading by voting passed the draft law on Amendment to the RA law on Protection of Personal Data and the legislative package on Amendments to the RA law on the RA Administrative-Territorial Division and on Amendment to the RA law on Local Self-Government.

Afterwards the parliament continued debating the Loan Agreement Gyumri Urban Roads signed between the Republic of Armenia and the International Bank for Reconstruction and Development on May 11, 2016.

The MPs Martun Grigoryan, Aram Manukyan, Mikayel Melkumyan, Naira Karapetyan, Mher Shahgeldyan, Naira Zohrabyan, Artak Zakaryan, Vahe Enfiajyan, Sukias Avetisyan, Samvel Farmanyan, Hovhannes Margaryan presented their views on the Agreement.

The Head of the NA Rule of Law Faction Heghine Bisharyan presented the view of the Faction and informed that they will vote for the ratification of the Agreement.

At the end of the debate the main and the co-speakers touched upon the deputies’ questions and gave clarifications.

The RA Deputy Minister of Justice Arsen Mkrtchyan in the second reading submitted for debate the draft law on Amendments to the RA law on Bankruptcy and the enclosed legislative package.

The parliament also debated in the second reading the draft law on Amendment to the RA law on Protection of the Personal Data. The RA draft law on Amendment to the RA law on the RA Administrative-Territorial Division was debated. The key speaker Vache Terteryan presented that the deputies’ and communities’ recommendations were taken into consideration.

The RA Deputy Minister of Energy and Natural Resources Areg Galstyan submitted for the deputies’ debate the Loan Agreement Financial Recovering Program of Energy Sphere signed between the Republic of Armenia and the International Bank for Reconstruction and Development on May 12.

The Chairman of the RA NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee, and the member of the RA NA Standing Committee on Financial-Credit and Budgetary Affairs Gagik Melikyan submitted the endorsement of the Committee.

The NA deputies Aram Manukyan, Nikol Pashinyan, Mikayel Melkumyan, Mher Shahgeldyan and Heghine Bisharyan gave speeches on the Agreement.

In his final speech the RA Deputy Minister of Energy and Natural Resources Areg Galstyan touched upon the deputies’ concerns.

The Agreement on Free Trade between the Eurasian Economic Union and its member States on one hand and the Socialist Republic of Vietnam on the other hand signed on May 29, 2015 was debated. The key speaker, the RA First Deputy Minister of Economy Garegin Melkonyan presented the details on the Agreement.

The Chairman of the RA NA Standing Committee on Foreign Relations Artak Zakaryan presented the endorsement of the Committee/

The RA First Deputy Minister of Economy Garegin Melkonyan submitted for debate the Agreement on Investment Encouragement and Mutual Protection between the Government of the Republic of Armenia and the Government of the Republic of Iraq signed in Baghdad on November 7, 2012.

The debate on the document will continue on June 17.
